Recommendation
Approve Revenue Contract (Commission Contract No. EC045) with Children and Families Commission for San Bernardino County for developmental coaching and mentoring of childcare providers as part of the Early Head Start - Child Care Partnership Program, in the amount of $1,626,282, for the period of July 1, 2024, through June 30, 2029.

FINANCIAL IMPACT
This item does not impact the Discretionary General Funding (Net County Cost). Revenue in the amount of $1,626,282 for these services is 100% funded by the Children and Families Commission for San Bernardino County (Commission). Adequate appropriation and revenue will be included in the Preschool Services Department (PSD) 2024-25 recommended budget and in future recommended budgets.
BACKGROUND INFORMATION
PSD will utilize revenue from the recommended contract to provide ongoing training, developmental coaching and mentoring for up to 30 childcare providers as part of the Early Head Start - Child Care Partnership (EHS-CCP) Program to increase the number of high quality early childcare and education providers. The EHS-CCP Program provides access to high quality childcare along with comprehensive services in areas such as health care, mental health care, and nutrition services that meet the needs of low-income working families. The EHS-CCP Program also supports the development of infants and toddlers through strong relationship-based experiences and prepares participants to transition into preschool.
To increase the number of quality childcare providers and meet the EHS-CCP Program goals, PSD will serve as the lead agency for the administration of the EHS-CCP Program. As the lead agency for this program, PSD is required to provide oversight and assistance with service delivery, mentor, and coach childcare providers, and meet all the Commission’s reporting and contract requirements. The goal is to enhance the quality care for approximately 144 Early Head Start eligible children and their families that receive services from childcare providers, equating to approximately 48 providers at a ratio of three children per provider.
