RECOMMENDATION(S)

Recommendation

1.                     Approve a Side Letter Agreement between San Bernardino County and the San Bernardino County Probation Officers Association, representing employees in the Probation Unit, regarding Temporary Emergency Detention Coverage compensation, effective July 1, 2023 through December 29, 2023.

2.                     Approve a Side Letter Agreement between San Bernardino County and the Sheriff Employees Benefit Association, representing employees in the Specialized Peace Officer and Specialized Peace Officer Supervisory Unit, regarding Temporary Emergency Detention Coverage compensation, effective July 1, 2023 through December 29, 2023.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total estimated cost associated with the approval of these Side Letter Agreements (Agreements) is approximately $540,000 in 2023-24. The Probation Department plans to use salary savings from vacant positions to offset the cost associated with these Agreements.

 

BACKGROUND INFORMATION

The San Bernardino County Probation Department is currently experiencing staffing shortages in their detention centers. In order to comply with the State of California officer to youth ratios and to ensure safety and security of detained youth, San Bernardino County, the San Bernardino County Probation Officers Association (SBCPOA), and the Sheriff Employees Benefit Association (SEBA) engaged in the meet and confer process to establish Temporary Emergency Detention Coverage compensation. The proposed Agreements would allow Probation Officers I, II, and III, Probation Corrections Officers, Probation Corrections Supervisor I and II, and Supervising Probation Officer, who work in the detention centers due to emergency staffing shortages, to be compensated at two times their regular rate of pay when working an extra shift beyond their normal working hours, as defined in the Agreement, for actual hours worked in a detention center.

 

These Agreements would become effective the pay period after Board of Supervisors’ approval and would sunset on December 29, 2023.
