RECOMMENDATION(S)

Recommendation

1.                     Approve employment contract with Christopher Gleiter to provide service and support to the Auditor-Controller/Treasurer/Tax Collector’s Information Technology Division as a Business Applications Manager for the period of March 14, 2020 through March 10, 2023, for the estimated annual cost of: $174,158 (Salary - $116,105, Benefits - $58,053), with the option to extend the term of the contract for a maximum of three successive one-year periods.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to execute amendments to the contract to extend the contract term for a maximum of three successive one-year periods on behalf of the County, subject to review by County Counsel.

3.                     Direct the Auditor-Controller/Treasurer/Tax Collector to transmit all amendments in relation to this contract to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of the recommended employment contract will not result in the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation and revenue have been included in the Auditor-Controller/Treasurer/Tax Collector’s (ATC) 2019-20 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Tax Roll (TROL) and Property Information (PI) legacy systems were written almost 40 years ago in the 1980’s and were declared obsolete in 2004; however, to this day, the County still relies on these systems to assess, apportion, collect, and distribute over $3.4 billion to hundreds of taxing agencies throughout San Bernardino County. In September 2019, ATC began developing a Request for Proposal (RFP) to replace TROL and PI with a new system. This very large and complex project requires an extensive amount of resources.

 

Due to the project resources requirement, project timeline, and funding limit, ATC shall utilize an employment contract to employ a Business Applications Manager, who will serve as a project lead to provide subject matter expertise, technical and functional ownership, and accountability for project results. This contract position will assist in project management and process improvement, as well as change management process expertise, tracking, and reporting.

 

This contract position will be responsible for directing and managing the project team from beginning to end; developing and maintaining detailed project plans; reporting project status to Management, business unit project sponsor, and other key business leaders; providing day-to-day project coordination, planning, and implementation of multiple projects across all ATC divisions; working with staff to review/understand requirements and specifications for design, and obtain information on system capabilities, limitations, and performance requirements; reviewing and approving the business, functional, technical, and security requirements; performing the data extraction, correction, and conversion from the existing systems, and completing the data flow study and preparation for the data migration to the new systems; and evaluating the proposed systems to ensure that the solution is adequately configured and customized to execute the process.

 

Recommendation No. 1 will allow ATC to utilize an employment contract to employ a Business Applications Manager for the RFP development and the implementation of the legacy systems replacement solution. Recommendation No. 2 will allow ATC to execute a maximum of three successive one-year amendments to the employment contract with the selected candidate as provided for in the contract since the timeline of this large and complex project will go well beyond the three years, and it is important that the County has the ability to retain the key project resource position until the end of the project to effectively manage the project knowledge.

 

The employment contract can be terminated by either party at any time, without cause, with 14 days prior written notice. The contract may be terminated immediately by the County, for just cause.

 

PROCUREMENT

The ATC Information Technology Division requires a full-time Business Applications Manager contract position due to its role within the division.  ATC recommends the appointment of Christopher Gleiter. Mr. Gleiter has been selected to fill this Business Applications Manager position due to his skills and experience, which meet the qualifications of the classification.

 

Mr. Gleiter has 35 years of professional experience in management of enterprise level information system solutions and business process changes in both the private and public sectors. Over the last two years, Mr. Gleiter has worked for the County of San Bernardino in different roles. He was responsible for the implementation of Granicus’ govMeetings cloud platform for the Clerk of the Board and worked for the Information Services Department as the project manager and analyst for the preparation of analyses of mainframe system for the property tax calculation and apportionment. Prior to working with the County of San Bernardino, Mr. Gleiter worked for other consulting firms to provide project management, software implementation, and business analysis services.
