Recommendation
1. Approve Amendment No. 1 to Service Agreement No. 23-240 with Toshiba International Corporation, to provide maintenance services, upgrading the Uninterruptible Power System maintenance at Miro Way in Rialto, and increasing the total not-to-exceed amount by $3,840, from $39,500 to $43,340, with no change to the agreement period of April 1, 2023 through March 31, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Innovation and Technology Department’s (ITD) operating costs are recovered via service rates approved annually by the Board of Supervisors (Board). The increased cost of $3,840 for Agreement No. 23-240 and $3,840 for Agreement No. 23-242 to upgrade the Uninterruptible Power System (UPS) maintenance is included in the ITD Computer Operations 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
ITD provides operation and maintenance of information systems for the County. ITD utilizes Toshiba International Corporation (Toshiba) UPS for the protection of the sensitive computer equipment in the data centers located at Miro Way in Rialto and Rialto Avenue in San Bernardino. These environments require constant uptime, which means power to these locations cannot be interrupted. Preventive maintenance needs to be completed on these UPSs by factory-certified technicians to provide the maximum level of protection for the computer equipment. By contracting directly with Toshiba, the County receives the best technical support available 24 hours per day, seven days per week, 365 days per year to correct any issues that may impact the daily operation of the UPS environment.
ITD is requesting to amend Agreement Nos. 23-240 and 23-242 to upgrade to Toshiba’s Platinum Maintenance service offering to maximize system availability and reliability. This enhancement includes on-site emergency response within four hours or less, including weekends and after hours, rather than phone support. It also includes free replacement of spare parts, full coverage of parts and labor included for corrective maintenance, and online access to submit on-site service requests.
On March 28, 2023 (Item No. 30), as the result of a non-competitive procurement, the Board approved Service Agreements Nos. 23-240 and 23-242, including non-standard terms, with Toshiba for UPS maintenance at Miro Way in Rialto in the amount of $39,500 and at Rialto Avenue in San Bernardino in the amount of $39,500, for the period of April 1, 2023 through March 31, 2028.
ITD recommends approval of these amendments to Agreement Nos. 23-240 and 23-242 to upgrade to Toshiba’s Platinum Maintenance service to ensure system availability and reliability in our data centers.
