COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Operate in a Fiscally-Responsible and Business-Like Manner.
FINANCIAL IMPACT
The Report includes increases to total Sources of $111.8 million, increases to total Requirements of $125.1 million, and a net use of $13.3 million in Contingencies/Reserves/Net Position, which are reflected in the table below.
For the San Bernardino County General Fund portion of the requested changes, adjustments include $57.3 million in increased Sources, $32.3 million in increased Requirements. This includes a net increase to General Fund Contingencies/Reserves of $25.0 million.
BACKGROUND INFORMATION
The Chief Executive Officer (CEO) is responsible for the preparation and administration of the County budget. Subsequent to adoption of the County Budget, adjustments are made via recommended adjustments, which are submitted by County Departments and consolidated into a comprehensive mid-year budget report by Finance and Administration.
During preparation of the mid-year report, the federal government began to roll out significant policy changes regarding various programs that are administered by local governments. Due to the continued uncertainty and evolving nature of those changes, the County has recommended to temporarily pause several new funding items and further review recommended adjustments that may be impacted by the policy changes.
This mid-year report only reflects adjustments to address previously made obligations, funding that has already been received by the County, mandated personnel actions, and limited high priority uses of discretionary general funding for existing projects and public safety priorities. This reflects the Board’s measured approach to considering the approval of ongoing obligations during times of fiscal uncertainty.
This item recommends budget adjustments totaling a $111.8 million increase to total Sources, increase to total Requirements of $125.1 million, and a net use of $13.3 million in Contingencies/Reserves/Net Position. This includes the addition of 35 positions, deletion of 38 positions and the reclassification of 336 positions.
The following section itemizes the recommended new uses of Discretionary General Funding that are high priorities for the County:
County Priorities
• Sheriff’s Department: The Sheriff’s department is requesting the following uses of Discretionary General Funding:
o $1,050,362 of ongoing Discretionary General Funding for the general fund share of costs for various equity and reclassification adjustments for the Sheriff’s Dispatcher classification series, as recommended by Human Resources. This is a critical need for recruitment/retention of Dispatchers who are vital to the department’s ability to successfully serve the residents of the county and maintain industry standards for response times.
o $400,000 one-time use of the Asset Replacement Reserve to fund needed replacement of various critical radio equipment utilized by the department in responding to the public safety needs of the County.
• Office of Emergency Services (OES): OES is requesting $1,065,992 of ongoing Discretionary General Funding for the addition of 10 positions that are critical to addressing various workload needs to enhance countywide emergency preparedness.
• Assessor/Recorder/County Clerk: The Assessor/Recorder/County Clerk is requesting a $5.2 million one-time allocation of Discretionary General Funding to continue the replacement of the County’s existing Property Information Management system, which is antiquated and vulnerable. This funding will ensure that the project continues without delay and delivers a modern, fully functional and supportable system.
Other Fund Adjustments
Excluding adjustments for the San Bernardino County General Fund, the mid-year report includes other fund adjustments totaling a $54.4 million increase to total Sources, increase to total Requirements of $92.8 million, and a net use of $38.4 million in Reserves/Net Position. Details regarding these adjustments are discussed within the Mid-Year Budget Report. This includes notable increases in Requirements for the departments of Arrowhead Regional Medical Center - Capital Improvement Program ($22.0 million), Risk Management ($24.1 million) and the Fire Protection District ($6.6 million). These adjustments are discussed within the mid-year report (Attachment A).
Summary of Staffing Adjustments
The Mid-Year Budget Report reflects no net increase in positions (38 adds, including three mid-year adds, offset by 38 deletes), which includes 10 positions funded by Discretionary General Funding and the remainder funded by departmental sources (including the deletion of positions).
