Approve Amendment No. 2 to Contract No. 21-12 (State Grant Agreement No. 20-10751) with the California Department of Public Health for the Integrated HIV Programs for Health Departments to Support Ending the HIV Epidemic in the United States, increasing the amount by $167,245 from $2,125,371 to $2,292,616, and increasing the contract duration by two months, for a revised contract period of August 1, 2020 through July 31, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The amended contract with the California Department of Public Health (CDPH) for the Integrated HIV Programs to increase the amount by $167,245 for Health Departments to Support Ending the HIV Epidemic in the United States (Project) does not require a local match. Adequate appropriation and revenue are included in the Department of Public Health’s (DPH) 2023-24 budget and 2024-2025 Recommended Budget.

 

BACKGROUND INFORMATION

The funding for the Project originates from the Centers for Disease Control and Prevention and flows through CDPH to six counties in California. The amended contract is to add additional funding and extend the term by two months to continue providing testing, treatment and prevention services without disruption, and align the CDPH grant term with the state’s receipt of the federal award.

 

Approval of the amendment will allow DPH to continue to support the Project through July 31, 2024, by providing comprehensive HIV programs which test, treat, and prevent HIV infections, in addition to responding to clustered outbreaks, and providing community HIV education. A future grant award with an effective date of August 1, 2024, is expected this summer and will be taken to the Board of Supervisors (Board) for approval.

 

On January 5, 2021 (Item No. 25), the Board approved Contract No. 21-12 (State Agreement No. 20-10751) (Contract), in the amount of $5,017,320 for the period of August 1, 2020 through July 31, 2025.

 

On November 14, 2023 (Item No. 58), the Board approved Amendment No. 1 to the Contract, reducing the amount by $2,891,949 from $5,017,320 to $2,125,371, and reducing the contract duration by 14 months for a revised contract period of August 1, 2020 to May 31, 2024, as the state reduced allocations and the contract term to local health jurisdictions.

 

On April 4, 2024, DPH received the amended the Contract, increasing the amount by $167,245 from $2,125,371 to $2,292,616, and increasing the contract duration by two months, for a revised contract period of August 1, 2020 to July 31, 2024.
