RECOMMENDATION(S)

Recommendation

Acting as the governing body of Board Governed County Service Area 60 - Apple Valley Airport:

1.                     Approve the 2026 Airport Layout Plan set for Apple Valley Airport.

2.                     Authorize the Chair of the Board of Supervisors and the Director of Airports to execute the 2026 Airport Layout Plan set referenced in Recommendation No. 1.

3.                     Authorize the Director of Airports to submit the 2026 Airport Layout Plan set for Apple Valley Airport to the Federal Aviation Administration, and subject to County Counsel review, approve non-substantive changes to the 2026 Airport Layout Plan set, as required by the Federal Aviation Administration.

4.                     Direct the Director of the Airports to transmit the 2026 Airport Layout Plan set and any non-substantive changes for Apple Valley Airport, to the Clerk of the Board of Supervisors within 30 days of full execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). There is no cost associated with approving, executing, and submitting the 2026 Airport Layout Plan set (ALP) for the Apple Valley Airport (Airport). The ALP is a planning document that identifies existing facilities and proposed projects at the Airport. The ALP does not authorize the construction of or capital expenditure for any proposed projects, which will be brought to the Board of Supervisors (Board) for separate consideration, as required, if any proposed projects are advanced. Approval of the ALP does not commit the County to construction of any identified projects or future matching fund obligations. Any future capital project or grant acceptance requiring County funding or local match contributions will be returned to the Board for separate approval.

 

BACKGROUND INFORMATION

The ALP is a set of drawings that depicts existing airport facilities and proposed projects, including runways, taxiways, aprons, and associated infrastructure. The ALP also reflects current operational conditions, forecasted aviation activity, and long-term development concepts in accordance with FAA design standards.   

 

On March 1, 2005, (Item No. 14), the Board approved an ALP for the Airport. The ALP has now been updated as part of the Airport Master Plan effort, which is nearing completion, and incorporates technical analysis, stakeholder input, and coordination with the Federal Aviation Administration (FAA).

 

The proposed 2026 ALP supersedes the prior ALP approved by the Board and reflects updated FAA design standards, operational forecasts, and long-term airport development planning. The ALP reflects the most current planning assumptions, with final FAA review pending.

 

This item will approve the ALP for the Airport and authorize its execution by the Chair of the Board of Supervisors and the Department Director, both of whom are required to sign per the FAA, and submittal to the FAA for review and approval, which is required to maintain eligibility for Airport Improvement Program (AIP) funding.

 

This item further delegates authority to the Department Director to approve non-substantive changes to the ALP based on the FAA’s final review, subject to County Counsel review.
