FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funds (Net County Cost). The recommended amendment increases the contract amount by $700,000, from $2,200,000 to $2,900,000, and is funded with 2011 Realignment Community Corrections (Assembly Bill 109) funding. Adequate appropriation and revenue have been included in the Probation Department’s (Department) 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department is dedicated to protecting the community through assessment, treatment and control of adult and juvenile offenders by providing a range of effective services based on legal requirements and recognized professional standards. Those professional standards include authorized dress and/or uniform styles. The uniforms present a professional image and promote safety. The Department utilizes 5.11 Uniforms, a specific type of uniform, and alteration services due to the quality of material, color and design as they are made specifically for law enforcement personnel.
The Department provides tactical uniforms directly to staff, which ensures a cohesive officer presence is maintained through professional dress, and is considered more cost effective as it allows uniforms to be replaced, as needed, based on management discretion. Vendor-performed services categorized as alterations generally consist of required uniform customization for identification purposes, such as adding Probation insignia and officer names, rather than general tailoring services for staff.
On November 15, 2022 (Item No. 44), following the result of Request for Proposals No. PROB22-PROB-4655, the Board of Supervisors (Board) approved Agreement No. 22-1147 with Michelle Laurent for Tactical 5.11 Uniforms and Alteration Services, in the not-to-exceed amount of $2,200,000, for the period of November 15, 2022 through October 31, 2027.
On September 23, 2025 (Item No. 60), the Board approved Amendment No. 1 to Contract No. 22-1147, which revised the Attachment A Price List due to price increases resulting from tariffs imposed in 2025. Although Amendment No. 1 revised the applicable pricing, it did not increase the contract’s authorized amount or extend the contract term.
Since approval of Amendment No. 1, the Department has experienced higher uniform costs under the revised pricing as well as increased uniform needs associated with additional staff hired during the contract term. Additional funding is now necessary to address the resulting shortfall and to align with the contract’s authorized amount with the anticipated costs for the remainder of the contract term. Amendment No. 2 will ensure the Department can continue obtaining the required uniforms and alteration services without interruption through the contract term of October 31, 2027.
