RECOMMENDATION(S)
Recommendation
Approve purchase of an additional video surveillance system, an unbudgeted fixed asset in the amount of $226,408, from Convergint Technologies Inc., consisting of 31 cameras, storage array and enclosure, accessories, and a one-year warranty for the Glen Helen Rehabilitation Center (GHRC).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of the video surveillance system is $226,408 and will be funded by the Sheriff/Coroner/Public Administrator's (Department) Inmate Welfare Fund (4420005167), as approved by the Inmate Welfare Committee on January 22, 2020. The Inmate Welfare Fund is separate from the Department's annual operating budget and, as such, expenditures related to this program are not included in the County budget. Penal Code Section 4025(e) gives the Sheriff, operating through the Inmate Welfare Fund Committee, discretion over how funds are expended from the Inmate Welfare Fund.

BACKGROUND INFORMATION
The Glen Helen Rehabilitation Center (GHRC), Inmate Services Regional Occupation Program (ROP) currently has civilian teaching staff, as well as professional staff, working unsupervised with sentenced inmates, with one Deputy assigned to patrol this area.
