FINANCIAL IMPACT
Approval of the proposed Memorandum of Understanding (MOU) will not result in the use of Discretionary General Funding (Net County Cost) as the costs of this MOU (both ongoing and one-time) will be funded by the Board Governed County Services Areas (BGCSA) that provide water and sanitation services.
The estimated costs of this MOU, by fiscal year, is reflected in the following table:

Sufficient appropriation for the current year costs is available in the 2019-20 budget for the applicable BGCSA. Appropriation for the subsequent year costs will be included in future recommended budgets.
BACKGROUND INFORMATION
Representatives of the County Board Governed County Service Areas (BGCSA), under direction of the Board of Supervisors (Board), met and conferred with representatives of the International Brotherhood of Electrical Workers Local #47 (Union) in an effort to reach a successor labor agreement covering wages, hours, and other terms and conditions of employment for employees in the Water and Sanitation Unit (Unit). The parties have reached an agreement on a proposed Memorandum of Understanding (MOU).
The proposed MOU includes the following:
• Provides a 2.5% across-the-board wage increase effective September 26, 2020; and, subject to certain agreed-upon requirements, a 2.5% across-the-board wage increase effective October 9, 2021; a 2.5% across-the-board wage increase effective October 8, 2022; a 2.5% across-the-board wage increase effective October 7, 2023; and a 1% across-the-board wage increase effective July 27, 2024.
• Provides that employees are eligible for step advancements in 6-month increments subject to satisfactory work performance, consistent with other MOUs, effective March 14, 2020.
• Increases the Medical Premium Subsidy for all coverage levels effective each year of the agreement.
• Provides an increase to the BGCSA contribution to the retirement medical trust and a 5% increase to the sick leave cash-out formula, effective March 14, 2020.
• Establishes that all unit employees shall be automatically enrolled in the County’s deferred compensation plan with a 1% employee contribution unless the employee declines participation within 30 days; and establishes a BGCSA matching contribution of up to 0.5% for employees with more than one year of completed service, effective June 20, 2020.
• Provides a $50 increase to the Specialized Footwear Allowance, effective July 1, 2020.
• Establishes a Chief Plant Operator and a 15-year Longevity Differential effective March 14, 2020.
• Establishes a $10 Flexible Spending Account match for employees who select the Blue Shield or Kaiser Gold Plan, effective March 14, 2020.
• Establishes a new top step for all non-trainee classifications, effective August 1, 2020, and an additional top step effective July 27, 2024.
• Establishes a Modified Benefit Option for Unit employees.
The Union has notified the BGCSA that the Unit ratified the proposed MOU. The proposed MOU will, if approved, constitute a successor labor agreement between the BGCSA and the Union covering wages, hours, and other terms and conditions of employment for the Unit through December 31, 2024.
