RECOMMENDATION

Recommendation

1.                     Conduct a public hearing to consider Project No. 2022-00200 consisting of a Zoning Amendment for a 5-acre parcel and Conditional Use Permit for a 10-acre site.

2.                     Adopt the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program.

3.                     Adopt the findings recommended by the Planning Commission in support of the Zoning Amendment and Conditional Use Permit.

4.                     Consider proposed ordinance amending the Land Use Zoning District designation from Homestead Valley/Rural Living to Special Development-Commercial for a 5-acre parcel.

5.                     Make alterations, if necessary, to the proposed ordinance.

6.                     Approve the introduction of the proposed ordinance:

                     An ordinance of San Bernardino County, State of California, to amend San Bernardino County Land Use Zoning District Map FI13A.

7.                     ADOPT ORDINANCE.

8.                     Approve the Conditional Use Permit for a two-phased expansion of the Lonely Dove Motel to include construction of 33 additional lodging units for a total of 42 units, two restaurants, pool, day spa, and ancillary facilities as shown on the approved site plan on a 10-acre site, subject to the Conditions of Approval.

9.                     Direct the Land Use Services Department to file a Notice of Determination in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary Funding (Net County Cost). Adequate appropriation and revenue to complete this action have been included in the Land Use Services Department (LUS), Planning Division 2026-27 budget. All costs of processing this zoning amendment and development application are paid for by Rod Rigole (Applicant).

 

 

 

 

BACKGROUND INFORMATION

This item consists of a development application to restore and expand the existing Lonely Dove Motel on a 10-acre site. The land use approvals and entitlements requested by the Applicant include the following:

 

                     Zoning Amendment from Homestead Valley/Rural Living (HV/RL) to Special Development-Commercial (SD-COM) for a 5-acre parcel.

                     Conditional Use Permit for a two-phased expansion of the existing 9-unit Lonely Dove Motel to include construction of 33 additional lodging units for a total of 42 units, two restaurants, pool, day spa, and ancillary facilities on a10-acre site (collectively, Project).

 

A detailed and comprehensive analysis of the Project is included within the San Bernardino County Planning Commission (Planning Commission) Staff Report and attached as a supporting document to this item. In accordance with Development Code section 82.06.040, motels with more than 20 guest rooms and restaurants are an allowed use in the SD-COM zone with the approval of a Conditional Use Permit. On November 7, 2022, the Applicant applied for the requested Zoning Amendment and Conditional Use Permit for the proposed Project. The Project site consists of two parcels and are designated HV/RL and SD-COM land use zoning districts, respectively. The Land Use Category designation for the entire site is Rural Living (RL-1 du/2.5 ac).  The Project requires an extension of the SD-COM Land Use Zoning District designation for half of the Project site to permit the expansion of the motel facility.

 

The Project has been analyzed with the preparation of an Initial Study/Mitigated Negative Declaration (MND). The MND concludes that the Project will not have a significant impact on the environment with the adoption of feasible mitigation measures, which are attached as supporting documents to this item.

 

The Development Code requires a recommendation from the Planning Commission for final action by the Board of Supervisors on the requested Zoning Amendment. At the Planning Commission hearing on June 4, 2026, there were no in-person public comments. The Planning Commission recommended approval of the Project by a vote of 4-0 (Commissioner Weldy absent). The Planning Commission’s recommendation and proposed findings are included within the Planning Commission Staff Report and attached as a supporting document to this item. The Project received two agency comments during the California Environmental Quality Act public review period, one from the California Highway Patrol to address construction safety and the other from the California Water Boards to ensure no contamination of groundwater. These comments were addressed in the Response to Comments document contained within the Planning Commission Staff Report. No other public comments were received at the time of preparing this report.
