RECOMMENDATION(S)

Recommendation

1.                     Approve Amendments to Revenue Contracts with the following school districts for the provision of School Resource Officer services, extending the contract terms by one year from July 1, 2023 through June 30, 2024, for the total annual revenue of $1,556,284;

a.                     Amendment No. 8 to Revenue Contract No. 15-501 with Victor Valley Union High School District, in the amount of $253,591 for one School Resource Officer.

b.                     Amendment No. 5 to Revenue Contract No. 18-380 with Oro Grande School District, in the amount of $253,591 for one School Resource Officer.

c.                     Amendment No. 6 to Revenue Contract No. 18-640 with Redlands Unified School District, in the amount of $288,329 for one School Resource Officer.

d.                     Amendment No. 2 to Revenue Contract No. 21-514 with Colton Joint Unified School District, in the amount of $760,773 for three School Resource Officers.

2.                     Authorize the addition of one new Deputy Sheriff position, Safety Unit R16 (Salary $73,424 - $115,482 annually), effective July 1, 2023, to fulfill the contract School Resource Officer service level as requested by the Colton Joint Unified School District.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The proposed amendments provide revenue in the total amount of $1,556,284 to fund five existing Deputy Sheriff and one new Deputy Sheriff position to serve as School Resource Officers (SROs) for the 2023-24 school year. The new Deputy Sheriff position will increase the Colton Joint Unified School District’s (CJUSD) number of SROs from two to three, effective July 1, 2023.

 

The rates listed in Schedule A of each contract include between 73% and 83% of the annual cost of a Deputy Sheriff and marked patrol units assigned to the districts, and provide full cost recovery of services as requested by each district. This provides between 190 and 215 days of service, consistent with the length of service requested by each district, and includes 10 additional days for any other services, such as in-service training, meetings, and report writing. Once the school year ends, Deputy Sheriffs assigned to SRO duties report back to their stations and perform regular patrol duties, which are funded within the Sheriff/Coroner/Public Administrator’s (Department) existing budget allocation.

 

Sufficient appropriation and revenue for these contracts are included in the Department’s 2023-24 budget. Approval of the necessary budget adjustments for the service level change for CJUSD is not requested at this time but will be included in the 2023-24 Mid-Year Budget Report presented to the Board of Supervisors (Board) for approval.

The Department currently has revenue contracts with the following school districts, at their request, for the provision of SRO service at their campuses:

The latest amendments, approved by the Board on June 28, 2022 (Item No. 95), extended the contract terms through June 30, 2023.

 

The proposed amendments will extend each contract term from July 1, 2023 through June 30, 2024, and update the cost of service for the 2023-24 school year, allowing for the continuation of SRO services. In addition to peace officer duties, SROs provide mentoring to students and conduct presentations on youth-related issues. These contracts benefit the school districts and the Department by having a dedicated law enforcement presence, which helps create a safe environment for students and faculty.

 

Approval of Recommendation No. 2 will expedite the hiring process to meet the requested SRO contract service level.
