RECOMMENDATION(S)

Recommendation

1.                     Approve contracts with the following agencies for Substance Use Disorder and Recovery Services Early Intervention, Outpatient Treatment, Intensive Outpatient Treatment and Recovery Services, in the combined amount of $13,429,690 for the period of July 1, 2022 through June 30, 2027:

a.                     High Desert Child, Adolescent and Family Services Center, Inc., in the amount of $2,290,745.

b.                     Inland Behavioral and Health Services, Inc., in the amount of $1,685,950.

c.                     Inland Valley Recovery Services, in the amount of $4,769,000.

d.                     Mental Health Systems, Inc., in the amount of $3,153,700.

e.                     Social Science Services, Inc. dba, Cedar House Life Change, in the amount of $1,530,295.

2.                     Approve Amendment No. 5 to Contract No. 17-336 with CLARE|MATRIX for Substance Use Disorder and Recovery Services Outpatient Treatment, Intensive Outpatient Treatment and Recovery Services extending the contract an additional year and increasing the total contract amount by $311,300, from $1,556,500 to $1,867,800, for the total contract period of July 1, 2022 through June 30, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The amounts of $13,429,690 for the contracts in Recommendation No.1 and the increase of $311,300 for the contract in Recommendation No. 2 for Substance Use Disorder and Recovery Services (SUDRS) Early Intervention, Outpatient Treatment, Intensive Outpatient Treatment (IOT) and Recovery Services (Services) are funded by California Work Opportunity and Responsibility to Kids, State Assembly Bill 109, Drug Medi-Cal, Federal Substance Abuse Prevention and Treatment Block Grant, Transitional Assistance Department, and Children and Family Services funding through a Memorandum of Understanding.  Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Services provide individual recovery/treatment planning, substance use disorder education, crisis intervention, individual and group counseling, social/recreational activities, and case management.  The populations served are County residents age 12 and over who have been assessed or identified as having a substance use disorder.  DBH anticipates the agencies listed in Recommendation No. 1 will provide Services to approximately 2,280 clients annually, at an average cost of $1,178 per client.

 

Early Intervention services will be targeted to youth (ages 12 through 17) and adults (ages 18 through 20) at high-risk for developing substance-related or addictive behavior problems or those for whom there is not yet sufficient information to document a substance use disorder. Early Intervention services will consist of screening, brief interventions, education on the risks of substance abuse, and case management. Recovery Services will allow those who have completed treatment a place to seek support, allowing clients to reconnect with a former treatment provider to assist the client in navigating their recovery journey, when a formal treatment episode is not warranted.

 

DBH is responsible for providing mental health and/or substance use disorder services to County residents who are experiencing major mental illness and/or substance use disorders. DBH provides a full range of substance use disorder prevention, treatment services, and education for communities and residents of the County through contracts with community-based organizations and County-operated clinics with the goal of promoting prevention, intervention, recovery, and resiliency for individuals and families.

 

PROCUREMENT

Recommendation No. 1

On February 18, 2022, the County Administrative Office approved and authorized the release of a Request for Proposals (RFP No. 21-106), Electronic Procurement Network (ePro) No. DBHE22-ADMN-4401, to solicit interested and qualified organizations and agencies to provide Services. The RFP was publicly advertised through direct mailings to more than 700 community-based organizations, service providers, and other interested parties; advertised in local newspapers; and posted on the County’s ePro.

 

A total of 20 agencies attended the mandatory proposal conference on March 3, 2022. Ten proposals were received in response to the RFP by the established deadline, nine of which met the procurement requirements and continued in the evaluation process.

The evaluation committee, comprised of five individuals with representation from Victor Valley Family Resource Center, Sheriff’s Department, Probation Department, and DBH reviewed and evaluated the proposals based on the criteria referenced in the RFP, including, but not limited to: demonstrated ability to serve the target population, provide required services, serve the number of unduplicated participants, and provide specified services by contract start date.

 

Based on the evaluation results of the proposals, the five agencies listed in Recommendation No. 1 were recommended for contract award for the regions listed in the table above. The proposals submitted indicated these agencies will provide the most adequate and appropriate services, and will be ready to provide services by the contract start date in the specified regions.  These agencies are currently providing Services to residents through facilities located throughout the County. 

 

Agencies not recommended for awards demonstrated one or more of the following: an incomplete understanding of the approach to serve the target population, limited ability to perform the requested services by the contract start date, and/or provided limited details on the number of clients to be served which did not meet the needs of the County. The agencies not recommended for contract award were notified by mail and advised they were able to submit a formal written protest to the Purchasing Director based on the criteria in the RFP. No written protests were received.

 

Recommendation No. 2

On May 23, 2017 (Item No. 43), as a result of a formal procurement, the Board of Supervisors (Board) approved the contract with Matrix Institute on Addictions, Inc. (Contract No. 17-336) to provide Substance Use Disorder Outpatient Treatment and IOT services, in the amount of $933,900, for the period of July 1, 2017 through June 30, 2020. 

 

On June 12, 2018 (Item No. 21), the Board approved Amendment No. 1 to Contract No. 17-336 with Matrix Institute on Addictions, Inc., updating contract language, with no change to the total contract amount or contract period.

 

On February 12, 2019 (Item No. 14), the Board approved Amendment No. 2 to Contract No. 17-336  with Matrix Institute on Addictions, Inc., reflecting the assignment of the contracts from Matrix Institute on Addictions, Inc. to CLARE Foundation, Inc. dba Matrix Institute on Addictions, Inc. formalized as CLARE|MATRIX, with no change to the total contract amount or contract period.

 

On June 23, 2020 (Item No. 32), the Board approved Amendment No. 3 to Contract No. 17-336 with CLARE|MATRIX, updating standard contract language, increasing the total contract amount by $311,300, from $933,900 to $1,245,200, and exercising the first option to extend the contract through June 30, 2021.

 

On June 8, 2021 (Item No. 32), the Board approved Amendment No. 4 to Contract No. 17-336 with CLARE|MATRIX, increasing the total contract amount by $311,300 from $1,245,200 to $1,556,500, and exercising the final one-year extension option for the total contract period of July 1, 2017 through June 30, 2022.

 

In reviewing the data for the number of clients seen, DBH has determined that there may be challenges in providing services to the West Valley region, particularly for youth in Ontario and the surrounding communities as no proposals were received for this population and region.  Therefore, DBH is recommending extending the contract with CLARE|MATRIX for one year as they are currently serving the youth population in the West Valley region.  RFP No. 21-106 for Services is an ongoing procurement to allow agencies to submit a proposal for any region.  DBH will return to the Board to obtain approval of any recommended agencies for further contract award(s).

 

DBH will monitor contractor performance on a regular basis, both quarterly and annually, to ensure services provided follow Federal and State regulations, and DBH contractual requirements and standards of care.  The provider invoices will be reviewed and approved by DBH Fiscal for payment and total cost will be verified prior to issuing payment.
