Recommendation

Authorize an increase in spending authority in the amount of $145,000 to pay final invoices for rehabilitation and supervision services provided under Gateway to ARISE Youth Services.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Probation Department (Probation) originally allocated a not to exceed aggregate amount of $380,000 for Gateway to ARISE Youth Services. The Services are funded by the Juvenile Justice Realignment Block Grant through the State under Senate Bill (SB) 823. The requested funding increase of $145,000 will result in an aggregate total of $525,000 for the Services. Adequate appropriation has been included in the Probation 2023-24 budget.

 

BACKGROUND INFORMATION

SB 823 and SB 92 transferred responsibility for managing all newly committed youthful offenders from the State Division of Juvenile Justice (DJJ) to local jurisdiction effective July 1, 2021. SB 823 established a Juvenile Justice Realignment Block Grant program to provide county-based custody, care, and supervision of DJJ Realigned Youth (ages 11 to 24), who are currently under the jurisdiction of the DJJ or who would have otherwise been eligible for commitment to the DJJ. The bill required development of an operational plan that provides appropriate rehabilitation and supervision services for the youth population by providing and implementing public health approaches to support positive youth development, building the capacity of a continuum of community based approaches, and reducing crime by youth.

 

As a result of SB 823, Probation has transitioned DJJ Realigned Youth by utilizing contractors to provide Gateway to ARISE Youth Services, which are evidence-based, best practice, trauma informed, and/or culturally responsive programming, rehabilitation and treatment services to these youth in locked facilities located in Apple Valley, and in a residential program located in San Bernardino where youth have access to the community.

 

As the result of a competitive Request For Proposals No. PROB22-PROB-4381, contracts were awarded with qualified agencies for provision of Gateway to ARISE Youth Services. The total aggregate of these contracts was $380,000 for the period of April 1, 2022 to March 31, 2024. The aggregate amount of $380,000 was for an estimated population of 40 youths in 2022-23. By 2023-24, the population increased to 75 youths, which increased the demand for services resulting in an increase of the total expenditure under these contracts. As the contracts were each assigned the total aggregate amount of $380,000, no amendment for increase were necessary to the contracts, only the spending authority for the department.

 

Approval of this item is necessary to increase the aggregate spending authority by $145,000 to address the unanticipated increase of expenditures for provision of services to an increased number of DJJ Realigned Youth under the Gateway to ARISE Youth Services. Although contracts for these services have expired, services for these youth have transitioned under to the Innovative Strategies and Program Services, which are provided under separately awarded contracts.
