Approve grant award from Omnitrans for Measure I funding to support the Department of Aging and Adult Services’ Valley Transportation Expansion Project for the provision of bus passes to seniors age 62 and over, and to individuals with disabilities, in the amount of $420,493, for the period of July 1, 2026 through June 30, 2028.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The grant award in the amount of $420,493 from Omnitrans is funded by Measure I supported by local sales tax. The award requires a match of $84,099, which the Department of Aging and Adult Services (DAAS) will meet using existing budgeted local resources. Adequate appropriation and revenue have been included in DAAS’ 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Omnitrans is providing Measure I grant funds to support programs in the San Bernardino County (County) subarea to improve the mobility for persons with disabilities, senior citizens, and persons of low income. On November 10, 2025 the Omnitrans Board of Directors announced a call for projects, inviting organizations to apply for Measure I consolidated Transportation Services Agency Funding. Selected programs must improve mobility and/or enhance the coordination of transportation services, with a focus on addressing the transportation needs of seniors and persons with disabilities in the County.

 

DAAS will utilize the grant funds to continue supporting the Valley Transportation Expansion Project (VTEP) by providing approximately 3,500 bus passes annually to seniors age 62 and over, and to individuals with disabilities. Bus passes offered through VTEP, along with other DAAS programs, are available countywide to improve mobility and independence. These passes enable seniors and individuals with disabilities to travel to work, volunteer, visit with family and friends, attend medical appointments, and participate in social activities. Omnitrans has provided Measure I funding for DAAS’ VTEP since 2018.

 

On January 6, 2026, pursuant to County Policy 5-13 (Policy), the Chief Executive Officer (CEO) authorized DAAS to submit a grant application to Omnitrans for the Measure I Regional Mobility Partnership Program. The Policy allows the CEO to authorize submission of a grant application if the application is non-binding, does not require Discretionary General Funding, does not require the hiring of additional staff, and does not require an action by the Board of Supervisors. The grant application required the County to submit a project summary, organizational capabilities, a proposed budget, and a proposed project narrative outlining how the project was in line with the objectives of the Omnitrans program. 

 

On March 30, 2026, DAAS received the grant award agreement from Omnitrans to support the VTEP for the provision of bus passes to seniors age 62 and over, and to individuals with disabilities, in the amount of $420,493, for the period of July 1, 2026 through June 30, 2028.
