RECOMMENDATION(S)
Recommendation
1. Approve Revenue Contract (State Revenue Agreement No. CF-2627-20) with the California Department of Aging to provide CalFresh Outreach program services, in the amount of $186,314, for the period of October 1, 2026, through September 30, 2028.
2. Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute any subsequent non-substantive amendments, in relation to the revenue contract, subject to review by County Counsel.
3. Direct the Director of the Department of Aging and Adult Services to transmit any non-substantive amendments to the revenue contract to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The revenue contract with the California Department of Aging for the CalFresh Outreach (CFO) program in the amount of $186,314 is 20% federally funded ($37,263) and 80% state funded ($149,051). Adequate appropriation and revenue have been included in the Department of Aging and Adult Services (DAAS) 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Supplemental Nutrition Assistance Program, formerly known as the Food Stamp Program, is a federal aid program; in California the program is known as CalFresh and is state-supervised and County-operated. The CalFresh program provides monthly food benefits to individuals and families with low income and provides economic benefit to communities. CalFresh benefits increase food budgets, allowing individuals and families to afford nutritious food, including more fruit, vegetables, and other healthy options.
The CFO program was established to ensure the older adult population can obtain adequate nutritional support without change or reduction of their existing Supplemental Security Income (SSI)/State Supplementary Payment (SSP) benefits. The CFO program assists older adults in applying for CalFresh benefits. Before a 2019 state law change, California older adults who received SSI or SSP were ineligible for CalFresh benefits. Eligible older adults in California have the lowest participation rates in CalFresh when compared to other states.
This revenue contract will allow continued outreach to non-participating but potentially eligible older adults by collaborating with the Transitional Assistance Department and other community-based organizations to provide educational and informational documentation about the benefits of participating in the CalFresh program. The CFO program provides low-income older adults with information about CalFresh availability, eligibility requirements, and application procedures so they can make an informed decision about whether to apply.
DAAS requests delegated authority to execute and submit any non-substantive amendments to the CFO program Revenue Contract to ensure that executed documents are returned in a timely manner as required by the State.
