Recommendation
1. Approve Capital Improvement Program Project No. 27-038, for the Calico Ghost Town Regional Park Building No. 25 Exterior Patio and Entry Bridge Repair Project, in the amount of $901,835.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT
Approval of this item will result in the use of Discretionary General Funding (Net County Cost). The Calico Ghost Town Regional Park Building No. 25 Exterior Patio and Entry Bridge Repair Project (Project) (WBSE 10.10.2036) will be funded in the amount of $901,835 from the Community Service Upgrades Reserve. The 2026-27 budget adjustments are recommended as follows:

BACKGROUND INFORMATION
The Calico Ghost Town Regional Park (Park) pedestrian entry bridge provides access from the lower parking lot to park amenities and Building No. 25’s adjacent patio provides a dining and lookout area. Both serve as critical infrastructure that provides access to park amenities and enhances the overall visitor experience. Over time, these structures have experienced natural wear and deterioration due to continuous foot traffic, weather exposure, and environmental conditions. The wooden planks and support beams, which are essential load-bearing components, have aged significantly due to moisture, ultraviolet exposure from the sun, and potential pest activity. Major components of this Project include the demolition of the existing bridge, excavation in the rocky conditions for the bridge footings, equipment access for construction of the bridge, and utility removal and replacement.
PROCUREMENT
Upon approval of the Project, the Project and Facilities Management Department will implement the Project through an existing Board of Supervisors (Board) approved Job Order Contract or through a competitive solicitation of bids in accordance with County procurement requirements and the California Public Contract Code. If necessary, contracts for the Project will be brought back to the Board for approval.
