Recommendation

Approve Amendment No. 2 to Contract No. 23-1392 with Vicom Infinity, Inc., for mainframe managed contractor services related to the County enterprise server mainframe operating system, exercising an option to extend the term by one year, for a total contract period of December 19, 2023 through December 18, 2027, with no change to the not-to-exceed amount of $1,965,440.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 2 (Amendment) to Contract 23-1392 (Contract) with Vicom Infinity, Inc. (Vicom) does not modify the payment terms or the not-to-exceed amount of the Contract. The costs associated with Vicom contractors are incurred on a fee-for-service basis for work performed for the County’s enterprise server mainframe operating system (Mainframe).

 

BACKGROUND INFORMATION

The Innovation and Technology Department (ITD) Enterprise Infrastructure Division manages the County’s Mainframe, which runs countywide departmental applications, such as the Jail Information Management System, the Juvenile Network, the Property Information Management System, the Tax Collector Systems, and the Treasurer System. The Mainframe consists of two separate physical servers, one used for production and the other for disaster recovery and testing. Due to the Mainframe's age and the introduction of new technologies, it has become increasingly difficult to recruit and retain qualified staff to maintain the Mainframe platforms. Without the necessary staff to support the Mainframe environment, these essential departmental applications could be at risk. Vicom is qualified and capable of providing skilled staff, including day-to-day support, maintenance, and monitoring of the Mainframe operations.

 

On December 19, 2023 (Item No. 47), the Board of Supervisors (Board) approved Contract No. 23-1391 with International Business Machines Corporation (IBM) in a not-to-exceed amount of $3,652,000 and Contract No. 23-1392 with Vicom for $1,965,440, for Mainframe managed contractor services, on an as-needed, fee-for-service basis, for the period of December 19, 2023, through December 18, 2026, and included two one-year options to extend, with a final extension date of December 18, 2028. The contracts were awarded through a competitive solicitation process under RFP No. ISD123-ADM-4859.

 

On December 17, 2024 (Item No. 54), the Board approved amendments to Contract No. 23-1391 with IBM and the Contract with Vicom which clarified the background check process and responsibilities for the parties. These amendments allowed ITD the option to seek reimbursement for the cost of background checks performed by the Sheriff’s Department and clarified that all travel-related costs incurred by prospective contractor candidates for completing the background check process would be the sole responsibility of the contracting agency.

 

ITD recommends approval of Amendment No. 2 to the Contract with Vicom to exercise the first optional one-year extension, extending the contract period through December 18, 2027, for continued managed contractor services supporting the County’s Mainframe.
