RECOMMENDATION(S)
Recommendation
1. Approve non-financial Contract Template with Community-Based Organizations for Sexually Transmitted Infections and Hepatitis C Virus collaboration services, effective upon execution by all parties through June 30, 2028, with the option to extend three successive one-year periods.
2. Authorize the Director of the Department of Public Health to execute individual non-financial contracts using the Contract Template with Community-Based Organizations for Sexually Transmitted Infection and Hepatitis C Virus collaboration services and amendments to extend the term of the contract for a maximum of three successive one-year periods, on behalf of the County, subject to County Counsel review.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost) as the Contract Template with Community-Based Organizations (CBOs) for Sexually Transmitted Infection (STI) and Hepatitis C Virus (HCV) collaboration services is non-financial in nature.
BACKGROUND INFORMATION
The California Department of Public Health (CDPH) Sexually Transmitted Diseases Control Branch allocated funds to local health jurisdictions (LHJ) to support STI and HCV prevention and control activities consistent with the Health and Safety Code section 120511.
As a condition of this allocation, LHJs must partner with CBOs or non-profit health care providers for at least 50 percent of initiative activities, either through monetary support or in-kind services to implement monitoring, prevention, testing, and linkage to and retention in care services for vulnerable and underserved populations living with, or at high risk for, STIs and HCV.
To meet these requirements, DPH established a pre‑approved list of CBOs through a Request for Qualification (RFQ) process to partner with and provide in-kind services. Qualified CBOs will host DPH Communicable Disease Investigators (CDI) who will provide onsite STI and HCV testing. Selected CBOs must supply CDIs with a secure workstation, internet access, and a private space for client interactions. Creating a pre‑approved list reduces delays and supports a timely public health response for high‑risk populations.
Approval of the non-financial Contract Template will allow DPH to contract with multiple qualified CBOs to implement STI and HCV prevention activities, effective upon execution through June 30, 2028, with the option to extend for three successive one-year periods.
Recommendation No. 2, authorizes the Director of DPH to execute Contract Templates and amendments, including exercising the option to extend the term for up to three successive one-year periods, on behalf of the San Bernardino County, subject to County Counsel review. Approval of delegated authority will allow the department to expeditiously contract with CBOs and carry out grant-funded activities while maintaining compliance with programmatic and grant-funded requirements.
PROCUREMENT
On May 25, 2026, RFQ No. DPHE26-CD-6037 was released via the County’s eProcurement System to solicit qualification applications from CBOs to support DPH’s STI and HCV activities. The RFQ seeks CBOs able to host DPH CDIs and collaborate in delivering services that meet program requirements and improve the wellbeing of the County residents.
Following the closure of the RFQ on June 25, 2026, an evaluation team composed of DPH staff will conduct a comprehensive review of all applications received to determine which meet the RFQ criteria, including organizational capacity, alignment with program objectives, and acceptance of the County standard terms and conditions.
