RECOMMENDATION(S)

Recommendation

Approve Amendment No.1 to Contract No. 23-858 with American Correctional Solutions, Inc. for the provision of mobile optometry services in correctional facilities, increasing the total contract amount by $1,000,000, from $1,500,000 to a new not to exceed amount of $2,500,000, and extending the contract term for an additional two-year period, for a total contract term of August 15, 2023 through June 30, 2028.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The increase of $1,000,000, for mobile optometry services will be funded within the Sheriff/Coroner/Public Administrator’s (Department) 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Title 15, California Code of Regulations, Article 11 identifies the responsibility of the Department to provide medical, mental health, and dental care for correctional patients, including medically required eyeglasses (Cal. Code Regs., tit. 15, §§ 1200 and 1206, subd. (d)). Since 2019, the Department has utilized the services of American Correctional Solutions, Inc. (ACS) to provide mobile optometry services, including eye exams, diagnostic testing, and lens fitting, for inmates housed within the County’s correctional facilities. ACS provides eight-hour optometry clinics at Central Detention Center, Glen Helen Rehabilitation Center, High Desert Detention Center, and West Valley Detention Center, including all necessary equipment, and ACS issues prescription eyeglasses within a reasonable timeframe.

 

On July 14, 2022, the Purchasing Department approved Purchase Order (PO) No. 4100255640 in the amount of $200,000 for the provision of optometry services for inmates housed within the Department’s Type II Detention Facilities, per County Policy No. 11-04.

 

On September 27, 2022 (Item No. 61), the Board of Supervisors (Board) approved an increase to PO No. 4100255640 by $300,000, from $200,000 to a new not to exceed amount of $500,000.

 

On August 8, 2023 (Item No. 55), the Board approved Contract No. 23-858 (Contract) with ACS in the amount not to exceed $1,500,000 for the period of August 15, 2023 through June 30, 2026, with the option to extend the term for one additional two-year period, or two additional one-year periods.

 

Approval of Amendment No. 1 will allow the Department to exercise the option to extend the Contract with ACS for two additional years, increase the Contract amount by $1,000,000, and continue to meet the visual health needs of inmates within the County’s correctional facilities.
