RECOMMENDATION(S)
Recommendation
Approve Amendment No. 3 to Contract No. 23-1143 with Inland Counties Legal Services, Inc., to increase the contract amount by $75,000, from $868,566 to $943,566, to address increased demand for Housing and Disability Advocacy Program legal services, with no changes to the contract period of November 1, 2023 through June 30, 2026.

FINANCIAL IMPACT
Approval of this item will not impact Discretionary General Funding (Net County Cost). The recommended contract increase of $75,000 will be funded by state Housing and Disability Advocacy Program (HDAP) revenue. Adequate appropriation and revenue have been included in the Office of Homeless Services (OHS) 2025-26 budget.
BACKGROUND INFORMATION
California Assembly Bill 1603 (2016) established HDAP to help California residents who are or are at risk of being homeless and likely are eligible for disability benefits. Since that time, San Bernardino County (County) has administered HDAP to assist qualified individuals in applying for disability benefit programs such as Social Security Income (SSI), Social Security Disability Insurance (SSDI), and/or Veteran's Benefits, while concurrently working to transition participants from homelessness to permanent housing solutions.
