Recommendation
Approve the following contracts, to provide subsidized employment services for eligible youth participating under the California Work Opportunity and Responsibility to Kids Youth Employment Program, in an aggregate amount not to exceed $1,395,868, for the period of July 1, 2023 through June 30, 2024:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The combined annual expenditures of these contracts will not exceed $1,395,868 and will be fully funded through a Memorandum of Understanding (MOU) with the Transitional Assistance Department (TAD) for the California Work Opportunity and Responsibility to Kids (CalWORKs) Youth Employment Program (CYEP). Sufficient revenue and appropriation for the proposed contracts have been included in the Workforce Development Department’s (WDD) 2023-24 recommended budget (571-2260).
BACKGROUND INFORMATION
CYEP is California’s job readiness and work-experience training program for CalWORKs participants, ages 16 through 24. TAD receives CalWORKs funding and distributes a portion of the funding to WDD who administers CYEP.
On May 24, 2023, TAD and WDD entered into an MOU, which will become effective on July 1, 2023, under which WDD will provide services to no less than 140 participants through June 30, 2024. Pursuant to the MOU, WDD recommends entering into contracts in order to provide subsidized employment opportunities, including job development, work-readiness training, and subsidized employment placement to a minimum of 140 CYEP participants.
Each of the proposed contractors will provide CYEP participants with work readiness training and placement into subsidized employment training opportunities for up to six months. The proposed CYEP contracts shall serve the following geographical areas:

PROCUREMENT
On February 27, 2023, WDD issued Request for Proposal (RFP) No. EDA123-WDD-4908, soliciting qualified agencies to provide subsidized employment services. The RFP was posted on the County’s Electronic Procurement Network (ePro). The RFP sought to create a list of vendors interested in offering subsidized employment services to CalWORKs participants ages 16-24.
On March 27, 2023, five proposals were received and all were determined to be responsive to the RFP minimum criteria. The proposals were evaluated by a committee of qualified neutral parties from a variety of County departments and were scored in accordance with the proposal review and evaluation process outlined in the RFP, including an initial review for minimum requirements, the ability to fulfill program requirements, program design, program objectives, cost reasonableness, and fiscal stability. After reviewing the proposal ratings, past performance, outcomes, and geographical service areas, the five contractors listed in the Recommendation demonstrated they had the ability to serve CYEP participants, have an exceptional program design, are able to meet program objectives, and exhibit suitable cost reasonableness. No protests to the procurement were received by WDD.
