Approve Revenue Agreement with the California Department of Food and Agriculture, Pierce’s Disease Control Program (State Agreement No. 21-0517-036-SF) for the Department of Agriculture/Weights & Measures to continue to perform surveys, inspections and control services related to the Glassy-Winged Sharpshooter Program from July 1, 2022 through June 30, 2024, for a maximum reimbursement of $62,828.27.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). The revenue agreement specifies a term from July 1, 2022 through June 30, 2024, for a maximum reimbursement of $62,828.27. Sufficient appropriation and revenue have been included in the Department of Agriculture/Weights & Measures (AWM) 2022-23 recommended budget and will be included in the 2023-24 recommended budget. Services per the revenue agreement will be provided by existing AWM staff.
BACKGROUND INFORMATION
This revenue agreement with the California Department of Food and Agriculture, Pierce’s Disease Control Program (CDFA, PDCP) will reimburse AWM for performing surveys, inspections and control services related to the Glassy-Winged Sharpshooter (GWSS) Program for a maximum reimbursement of $62,828.27 from July 1, 2022 to June 30, 2024.
This revenue agreement aligns with the County and Chief Executive’s Officer’s goals and objectives to pursue County goals and objectives by working with other agencies with respect to performing services for the GWSS Program on the behalf of CDFA, PDCP. The GWSS Program is intended to prevent the movement of GWSS insects, which can carry and transmit the Peirce’s Disease plant bacterium, to non-infested areas of the state. As part of the GWSS Program, the County would receive reimbursement for the work performed.
CDFA, PDCP determined that these inspections should be performed by counties per California Food and Agriculture Code §6045, 6046 and 6047 and California Code of Regulations Title 3, §3650-3663.5. There is a need to provide local inspection and trapping services at nurseries and distribution centers to ensure that the movement of nursery stock and other commodities do not present a risk of spreading Pierce’s Disease. Pierce’s Disease is considered hazardous to agriculture and the economy of California. All program activities will conform to the relevant California Food and Agricultural Code Sections and work plan guidelines noted in the agreement.
On January 30, 2001 (Item No. 8), the Board approved the initial revenue agreement with CDFA, PDCP to provide GWSS Program activities at locations throughout San Bernardino and an agreement has since been renewed on a continual bi-annual basis.
