Recommendation

Approve Funding Agreement with the San Bernardino International Airport Authority, for the Airport Monument Entry and Airport Supply Chain Safety Corridor projects, in the total amount of $250,000, effective upon execution by both parties through June 30, 2027.

FINANCIAL IMPACT

Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost). On June 9, 2026 (Item No. 126), the Board of Supervisors (Board) approved a one-time allocation of $250,000 for enhancement projects at the San Bernardino International Airport (Airport) in the Economic Development Department's budget. Under the proposed Funding Agreement, $250,000 will be provided for the Airport Monument Entry and the Airport Supply Chain Safety Corridor projects (Projects).

 

BACKGROUND INFORMATION

The San Bernardino International Airport Authority (Authority) is a Joint Powers Authority (JPA) approved by the Board on May 11, 1992 (Item No. 44), whose members include the County and the Cities of Colton, Highland, Loma Linda, and San Bernardino. The Authority operates the Airport for the benefit of its member agencies and the public. Section 5 of the JPA authorizes member agencies to make contributions in support of the Authority's operations.

 

Under the proposed Funding Agreement, the County will provide $250,000 to the Authority toward the costs of the Projects.  These Projects are intended to enhance the Airport's infrastructure by improving safety, accessibility, and the overall appearance of the airport while supporting the efficient movement of freight, commercial traffic, and airport operations. The improvements will also strengthen regional transportation connectivity, promote economic development, and support the continued growth and long-term success of the Airport.

 

The proposed Funding Agreement with the Authority aligns with the County and Chief Executive Officer's goals and objectives of fostering sustainable development through strategic partnerships and operating in a fiscally responsible and business-like manner by supporting infrastructure improvements that enhance airport safety, strengthen regional transportation and supply chain operations, and promote continued economic development.
