Recommendation
Approve Amendment No. 2 to Agreement No. 21-645 with Data Innovations LLC, for maintenance and support services for the Instrument Manager interface system and software licensed by the County under Contract No. 20-1061, increasing the total contract amount by $87,107, from $96,643 to $183,750, and extending the agreement by five years, for a total term of September 14, 2021 through September 13, 2031.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $87,107 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Data Innovations LLC (DI) provides laboratory software solutions, including Instrument Manager, which delivers industry-leading laboratory enterprise management solutions spanning connectivity, quality, productivity, analytics and intelligence, and performance and reliability. Instrument Manager allows the existing laboratory instruments to connect to the electronic health record system (EHR), providing test results and other information directly to the caregiver. Instrument Manager also provides information to aid in the administration and operation of the laboratory and its testing instruments.
Data Innovations Instrument Manager is required to interface all Laboratory analyzers with the Epic EHR used by ARMC to transmit laboratory results to the patient medical record because Epic cannot directly connect to analyzer interfaces. DI Instrument Manager was acquired and integrated with Epic in 2020 in preparation for ARMC’s changeover to Epic. There is extensive setup and programming that is required for each Lab analyzer and DI Instrument Manager, and it is not feasible to change the fully integrated connection as long as Epic EHR is in use.
On October 27, 2020 (Item No. 14), the Board of Supervisors (Board) approved End User License Agreement No. 20-1061 with DI. Agreement No. 20-1061 applies to the County’s use of the on-premises version of the Instrument Manager software.
On September 14, 2021 (Item No. 7), as the result of a non-competitive procurement, the Board approved Agreement No. 21-645 with DI to provide maintenance and support services for the Instrument Manager interface system and software licensed by the County under Agreement No. 20-1061, in the amount of $63,203, for the period of September 14, 2021 through September 13, 2026.
On August 5, 2025 (Item No. 11), the Board approved Amendment No. 1 to Agreement No. 21-645 with DI to provide maintenance and support services for the Instrument Manager interface system and software, increasing the contract amount by $33,440, from $63,203 to $96,643, with no change to the term of September 14, 2021 through September 13, 2026.
ARMC recommends approval of Amendment No. 2 to allow DI to continue providing maintenance and support services necessary to ensure uninterrupted laboratory instrument connectivity with the electronic health record system, provide vendor software updates and cybersecurity support, maintain system reliability, and support compliance with laboratory accreditation requirements.
