Recommendation
1. Acting as the governing body of San Bernardino County:
a. Approve employment contract between San Bernardino County, In-Home Supportive Services Public Authority, and Sandy Gonzalez as an Executive Administrative Assistant III, for the estimated annual cost of $104,452 ($66,643 Salary, $37,809 Benefits) for the period of February 10, 2024, through February 5, 2027.
b. Authorize the Executive Director of the In-Home Supportive Services Public Authority or the Assistant Executive Officer to execute amendments to extend the term of the contract for a maximum of three successive one-year periods, on behalf of the County, subject to County Counsel review.
2. Acting as the governing body of the In-Home Supportive Services Public Authority:
a. Approve employment contract between San Bernardino County, In-Home Supportive Services Public Authority, and Sandy Gonzalez as an Executive Administrative Assistant III, for the estimated annual cost of $104,452 ($66,643 Salary, $37,809 Benefits) for the period of February 10, 2024, through February 5, 2027.
b. c. Direct the Executive Director of the In-Home Supportive Services Public Authority to transmit all documents in relation to contract amendments to the Secretary of the Board of Directors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The estimated annual cost of $104,452 will be 82.5% ($86,173) state and federally funded and 17.5% ($18,279) Social Services Realignment funded. Adequate appropriation and revenue have been included in the In-Home Supportive Services Public Authority (IHSS PA) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
IHSS was created in 1973 to serve elderly, blind, or disabled individuals who are not able to remain in their homes without assistance. Some of the services provided include meal preparation, house cleaning, and assistance with personal care. In 2002, the County established the IHSS PA to serve elderly, blind, or disabled individuals who are not able to remain in their homes without assistance. Ordinance No. 3842, adopted on January 8, 2002 (Item No. 58), established the IHSS PA to act as the employer for San Bernardino IHSS providers pursuant to Welfare and Institutions Code (WIC) section 12301.6, subdivision (c)(1), and to perform other IHSS functions as required by WIC section 12301.6, subdivision (e) and not retained by the County.
On February 6, 2024 (Item No. 61), the Board of Supervisors (Board) approved the 2023-24 Mid-Year Budget Report, Personnel Actions and Update to County Policy Manual that included the countywide reclassification of the Secretary classification series to the Executive Administrative Assistant classification series. This was done to modernize classification titles, streamline recruitments, align reporting structures across the county, and ensure fair and equitable pay.
IHSS PA recommends a new employment contract for the incumbent in the Contract IHSS PA Executive Secretary I position (Sandy Gonzalez) which reflects the reclassification of this position to a Contract IHSS PA Executive Administrative Assistant III. This position will perform a variety of administrative duties in support of the Executive Director and Deputy Director; will maintain the department’s personnel files; administer the County’s employer/employee relations program; perform a variety of secretarial duties; and serve as liaison between supervisors, officials and the public in situations requiring tact and judgement. This reclassification more appropriately reflects the duties of this position and maintains parity with positions having similar responsibilities throughout the County.
On March 15, 2022, (Item No. 60), the Board approved Employment Contract No. 22-184 with Ms. Gonzalez as an Executive Secretary 1 for the period of March 26, 2022 through March 25, 2025. The recommended employment contract will supersede Employment Contract No. 22-184.
The recommended employment contract with Ms. Gonzalez will be effective February 10, 2024, through February 5, 2027, subject to the termination provisions of the contract, and with the option to extend for a maximum of three successive one-year periods. Either party may terminate the contract at any time without cause, upon 14 days prior written notice to the other party. The County may terminate the contract immediately for just cause.
This item is being presented to the Board for approval at this time, as this is the first date available following IHSS PA’s review of the current employment contract, which in turn was caused by the Countywide reclassifications noted earlier. Board approval at this time will not impact IHSS PA operations.
