RECOMMENDATION(S)
Recommendation
1. Approve the non-financial Memorandum of Understanding, as required by the California Department of Health Services, with Molina Healthcare of California, to coordinate and deliver Medi-Cal services to children and youth involved in the child welfare system, including those in foster care, for the period of June 9, 2026 through June 8, 2029.
2. Authorize the Chief Executive Officer, Assistant Executive Officer, or Director of Children and Family Services to execute any subsequent non-substantive amendments to the Memorandum of Understanding on behalf of the County, subject to review by County Counsel.
3. Direct the Director of Children and Family Services to transmit any subsequent non-substantive amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This Memorandum of Understanding (MOU) is non-financial in nature and does not involve any exchange of funds.
BACKGROUND INFORMATION
The California Advancing and Innovating Medi-Cal initiative requires the County Child Welfare agencies to enter into formal agreements with Medi-Cal Managed Care Plans to ensure coordinated, non-duplicative access to medical, behavioral, and support services for children and youth in the child welfare system, spanning from birth up to age 26.
The proposed MOU formalizes the partnership between Children and Family Services (CFS) and Molina Healthcare of California (Molina) to coordinate care, share data, and provide training and oversight. The MOU outlines responsibilities for both parties to ensure timely and appropriate access to services, improve health outcomes, and support continuity of care for this vulnerable population.
CFS recommends approval of the MOU with Molina to enable the coordination and delivery of Medi-Cal services to children and youth involved in the child welfare system, including those in foster care.
