Recommendation
Approve the following contracts to provide subsidized employment services to participants under the California Work Opportunity and Responsibility to Kids Subsidized Employment Program, for an aggregate amount not to exceed $4,033,688 annually, for the period of July 1, 2023, through June 30, 2024:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The combined expenditures of these contracts will not exceed $4,033,688 per year and are fully funded through a Memorandum of Understanding with the Transitional Assistance Department (TAD) for the California Work Opportunity and Responsibility to Kids (CalWORKs) Subsidized Employment Program (CSEP) for the period of July 1, 2023, through June 30, 2024. Sufficient revenue and appropriation have been included in the Workforce Development Department’s (WDD) 2023-24 recommended budget.
BACKGROUND INFORMATION
CSEP is California’s job readiness and work-experience training program for participants above the age of 25, in the CalWORKs program, and is administered by TAD. On May 24, 2023, TAD entered into a Memorandum of Understanding (MOU) with WDD, under which WDD will provide services including job development, work-readiness training, and subsidized employment placements to a minimum of 400 participants, for the period of July 1, 2023 through June 30, 2024.
Contracts will be in an aggregate amount not to exceed $4,033,688 annually. This aggregate amount includes customer wages and benefits (other than health care) and $466,312 for program operations. Each of the proposed contractors will provide CSEP participants with work readiness training and placement into subsidized employment training opportunities for up to six months.

PROCUREMENT
On February 27, 2023, WDD issued a Request for Proposals (RFP) No. EDA123-WDD-4908 soliciting qualified agencies to provide subsidized employment services. The RFP was posted on the County’s Electronic Procurement Network (ePro) website and sought to create a list of vendors interested in offering subsidized employment services to CalWORKs participants aged 25 and older.
On March 27, 2023, six proposals were received and were all determined to be responsive to the RFP minimum criteria. The proposals were evaluated by a committee of qualified neutral parties from a variety of County departments and were scored in accordance with the proposal review and evaluation process outlined in the RFP. This included an initial review for minimum requirements, the ability to fulfill program requirements, program design, program objectives, and cost reasonableness and fiscal stability. After reviewing the proposal ratings, past performance, outcomes, and geographical service areas, the committee determined that the six providers listed in the Recommendation demonstrated the ability to serve CSEP participants, have an exceptional program design, can meet program objectives, and exhibit suitable cost reasonableness. No protests to the procurement were received by WDD.
