Recommendation
Accept and approve the 2026-27 Title X Family Planning Program Grant Agreement (Subrecipient Agreement No. 454-5320-70219-26-27) from Essential Access Health, to support women’s health services, family planning programs and preventive health care, in the amount of $120,000, for the period of April 1, 2026 through March 31, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Title X Family Planning Program (Title X) grant award from Essential Access Health does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 and 2026-27 budgets.
BACKGROUND INFORMATION
Essential Access Health receives Title X funding from the Department of Health and Human Services and is authorized to execute subrecipient agreements with various agencies throughout California. Title X funding supports women’s health services, family planning programs, and preventive health care, including breast and cervical cancer screenings, for approximately 400 patients each year at DPH clinics in Barstow, Big Bear, Hesperia, Needles, Ontario, and San Bernardino.
On June 10, 2026, DPH received the Title X Grant Agreement from Essential Access Health, in the amount of $120,000, for the period of April 1, 2026 through March 31, 2027.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s services or activities.
