This item does not impact Discretionary General Funding (Net County Cost). Area Plan (AP) services in the total amount of $10,665,882 are 20% State ($2,133,176) and 80% Federally ($8,532,706) allocated from the California Department of Aging (CDA). BACKGROUND INFORMATION
The Federal Older Americans Act (OAA) promotes the welfare and dignity of older adults by providing valuable services in order to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens. In 1976, the State of California designated the San Bernardino County as an Area Agency on Aging. As a result of this designation, DAAS receives funding to administer AP services through a revenue agreement with the State.
AP services assist approximately 22,750 unduplicated clients annually. Services include congregate and home delivered meals, information and assistance, legal assistance, supportive services, personal care, assisted transportation and bus passes, family caregiver support, disease prevention, health promotion, and Long-Term Care Ombudsman services, including elder abuse prevention programs. The additional funds, an increase of approximately 8%, will go toward reengaging the County client base, as the County continues to normalize operations post pandemic restrictions.
In addition to accepting the AP funding, this item will adopt a Resolution, as required by CDA, authorizing the Chairman of the Board of Supervisors, Chief Executive Officer, or DAAS Director to execute all documents, including the Revenue Contract and any subsequent non-substantive amendments, in relation to the recommended Revenue Contract, on behalf of the County, subject to review by County Counsel.
