RECOMMENDATION(S)
Recommendation
1. Accept subrecipient grant award in the amount of $2,208,159 allocated by the California Department of Public Health to the Sheriff/Coroner/Public Administrator through the American Rescue Plan Act of 2021, Public Law 117-2 for the Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases, Detection and Mitigation of COVID-19 in Confinement Facilities (Award No. ELCCON-74) for the period August 1, 2021 to July 31, 2024.
2. Approve appropriation and revenue adjustments in the amount of $2,208,159 and authorize the Auditor-Controller/Treasurer/Tax Collector to post the budget adjustments, as detailed in the Financial Impact section, to the Sheriff/Coroner/Public Administrator’s 2021-22 Budget (Four votes required).

This action is needed to ensure that there is sufficient appropriation available for costs incurred by the Department in 2021-22 pertaining to this subrecipient grant award.
BACKGROUND INFORMATION
The Centers for Disease Control (CDC), in partnership with the Department of Justice (DOJ), is providing financial assistance to Epidemiology and Laboratory Capacity (ELC) for Prevention and Control of Emerging Infectious Diseases recipients to respond to COVID-19 in confinement facilities.
A total of $700 million, made available through the American Rescue Plan Act of 2021, P.L. 117-2 and under this Detection and Mitigation of COVID-19 in Confinement Facilities project, will be awarded to the current 64 ELC recipients according to a formula based on a recipient’s jurisdictional incarcerated population divided into the total national incarcerated population. Funds will be awarded from August 1, 2021, through July 31, 2022; however, the award will have an extended budget period to support activities through July 31, 2024. The objectives and goals of this funding are primarily focused on providing resources to confinement facilities for the detection and mitigation of COVID-19.
On November 19, 2021, the Department received notification from the California Department of Public Health (CDPH) of the allocation for ELC in the amount of $2,208,159. On December 17, 2021, the Department submitted a proposed work plan and spend plan to CDPH. The Department submitted a revised spend plan on April 11, 2022, and was advised of CDPH approval on April 12, 2022. CDPH will reimburse the Department for expenditures related to mitigating the spread of COVID-19 in detention facilities, including overtime costs related to medical transport, portable air cleaners and electrostatic sprayers, sanitizing dispensers, air purifying respirators, and equipment to facilitate telehealth activities, contact tracing, and web based education and programming services.
