Body
COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Operate in a Fiscally-Responsible and Business-Like Manner.
Provide for the Safety, Health and Social Service Needs of County Residents.
FINANCIAL IMPACT
Approval of the agreement will not result in the use of Discretionary General Funding (Net County Cost). The no-cost Temporary Transfer of Vehicular Equipment - Type 2 Ambulance Agreement (Agreement) provides for a loan of an ambulance to the City of Rialto (Rialto) at no cost. Rialto is responsible for the provision of fuel, maintenance, and normal wear and tear repairs while the ambulance is under the care of Rialto. Rialto must also maintain general liability and automobile liability insurance as defined in the Agreement.
BACKGROUND INFORMATION
Rialto is in need of an ambulance and has firefighter paramedics that are available to staff the ambulance. Rialto requested to temporarily borrow an ambulance from the San Bernardino County Fire Protection District (SBCFPD) which is currently unstaffed and available to loan. Rialto is an approved provider and currently provides ambulance services. However, due to post-covid ordering delays, an ambulance is needed to maintain adequate service levels until the ordered ambulance is operational.
The Agreement is authorized by Health and Safety Code section 13877 and addresses the limited ambulance resources available in Rialto and benefits SBCFPD by having an ambulance available to meet the health and safety needs of residents and visitors in the county. This Agreement will help address limited ambulance resources, increased call volume, and other emergency needs within Rialto, and will reduce the possibility that Rialto will request additional support from SBCFPD. In addition, this ambulance would be available in the event SBCFPD requests mutual aid. Although the Agreement is retroactive effective December 5, 2023, and has already been executed by Rialto, the ambulance will not be transferred unless the Agreement is approved and executed by the Board of Directors.
The agreement expires December 4, 2024, to allow enough time for Rialto to order and receive a fully equipped ambulance. The SBCFPD ambulance will be returned to SBCFPD once Rialto is operational with the ambulance ordered.
