Recommendation
1. Approve Amendment No. 3 to Contract No. 23-1326. (Award No. 6 H76HA00154-33-05) from the United States Department of Health and Human Services, Health Resources and Services Administration, for the Ryan White HIV/AIDS Program Part C Early Intervention Services Program, to support HIV early intervention and primary care services, notifying of $7,262 in unobligated funds from the period January 1, 2024 through December 31, 2024, to the period January 1, 2026 through December 31, 2026.
2. Approve Amendment No. 1 to Contract No. 26-118 (Award No. 6 H76HA00154-35-01) from the United States Department of Health and Human Services, Health Resources and Services Administration, for the Ryan White HIV/AIDS Program Part C Early Intervention Services Program, to support HIV early intervention and primary care services , increasing the funding amount by $245,499, from $122,744 to $368,243 for the period January 1, 2026 through December 21, 2026, inclusive of re-obligated funds in the amount of$7,262 from the period January 1, 2024 through December 31, 2024.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The additional grant funding in the amount of $245,499 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Program Part C Early Intervention Services Program (EIS) does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 and 2026-27 budgets.
BACKGROUND INFORMATION
The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive health care and support services for persons living with human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS). San Bernardino County is one of HRSA’s targeted service areas and has been a recipient of Ryan White Program funding since 1991.
HRSA provides EIS funding to local health jurisdictions to provide comprehensive primary health care, medical case management, outreach and education, counseling, and other support services to people living with HIV/AIDS. Services are provided in an outpatient setting and are targeted to economically disadvantaged, uninsured, and underserved individuals throughout the county. DPH serves approximately 50 people per year under EIS.
On June 11, 2024 (Item No. 67), the Board of Supervisors (Board) approved the submission of a grant application to HRSA for EIS funding in the amount of $368,243 annually, for the period of January 1, 2025 through December 31, 2027. Upon submission of the grant application, HRSA issued annual award notices totaling up to the awarded amount for each budget period. DPH returned to the Board for acceptance of annual funds.
On January 14, 2025 (Item No. 46), the Board approved Agreement No. 25-16 (Award No. 2 H76HA00154-34-00) for a partial EIS award in the amount of $122,744, for the period of January 1, 2025 through December 31, 2025.
On April 3, 2025, DPH received Award No. 6 H76HA00154-34-01, a non-financial, administrative notification updating the contact information for DPH.
On August 5, 2025 (Item No. 61), the Board approved Amendment No. 1 to Agreement No. 25-16 (Award No. 6 H76HA00154-34-02), increasing the funding amount by $92,058, from $122,744 to $214,802, for the period of January 1, 2025 through December 31, 2025.
On September 9, 2025 (Item No. 51), the Board approved Amendment No. 2 to Agreement No. 25-16 (Award No. 6 H76HA00154-34-03), increasing the funding amount by $92,058, from $214,802 to $306,860, for the period of January 1, 2025 through December 31, 2025.
On October 7, 2025 (Item No. 30), the Board approved Amendment No 3 to Agreement No. 25-16 (Award No. 6 H76HA00154-34-04), increasing the funding amount by $61,383, from $306,860 to $368,243, for the period of January 1, 2025 through December 31, 2025.
On February 24, 2026 (Item No. 29), the Board approved Contract No. 26-118 (Award No. 5 H76HA00154-35-00), a partial EIS award in the amount of $122,744, for the period of January 1, 2026 through December 31, 2026.
On May 8, 2026, DPH received Amendment No. 3 to Contract No. 23-1326 (Award No. 6 H76HA00154-33-05) notifying DPH of $7,262 in unobligated funds, for the period January 1, 2024 through December 31, 2024. Contract No. 23-1326 was approved by the Board on December 19, 2023 (Item No. 61), with Amendment Nos. 1 and 2 were approved by the Board on July 23, 2024 (Item No. 45).
On May 19, 2026, DPH received Amendment No. 1 to Contract No. 26-118 (Award No. 6 H76HA00154-35-01), increasing the funding amount by $245,499, from $122,744 to $368,243, for the period January 1, 2026 through December 31, 2026, inclusive of re-obligated funds in the amount of $7,262, from the period January 1, 2024 through December 31, 2024.
This item is being presented at this time as it is the first date available following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s services or activities. DPH will return to the Board for acceptance of future awards, if and when received.
