RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Inland Counties Emergency Medical Agency:

1.                     Approve Amendment No. 1 to Grant Agreement No. 23-514 (State Grant Agreement No. 22-10705) with the California Department of Public Health, Emergency Preparedness Office, for the Regional Disaster Planning activities, increasing the agreement amount by $15,554, from $322,730 to a total not to exceed amount of $338,284, with no change to the grant performance period of July 1, 2022 through June 30, 2027.

2.                     Authorize the Assistant Executive Officer, the EMS Administrator, or the Assistant EMS Administrator to execute Amendment No. 1 to Grant Agreement No. 23-514, and any subsequent non-substantive amendments, subject to review by County Counsel.

3.                     Direct the EMS Administrator or the Assistant EMS Administrator to transmit Amendment No. 1, and any subsequent non-substantive amendments, to the Secretary of the Board of Directors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Inland Counties Emergency Medical Agency (ICEMA) will receive an increase of $15,554 in grant funding from the California Department of Public Health (CDPH), increasing the total grant amount from $322,730 to $338,284. Sufficient appropriation and revenue will be included in ICEMA’s 2026-27 budget and future recommended budgets.

 

BACKGROUND INFORMATION

On June 13, 2023 (Item No. 83), the Board of Directors (Board) approved Grant Agreement No. 23-514 (State Grant Agreement No. 22-10705) (Grant) with the California Department of Public Health (CDPH) for Regional Disaster Planning activities, in the amount of $322,730, for the period of July 1, 2022 through June 30, 2027.

 

The Regional Disaster Planning program supports the Health Care Coalition by coordinating healthcare organizations throughout the county to enhance continuity planning, medical readiness, and disaster response capabilities. The program provides funding for disaster planning efforts, stakeholder coordination, and the acquisition of necessary preparedness resources.

 

CDPH has issued Amendment No. 1 to the Grant increasing the total amount by $15,554, resulting in a new not to exceed amount of $338,284. This increase is intended to provide sufficient funding to support the 2026-27 activities under the existing Grant.

 

Amendment No. 1 does not modify the scope of work, performance period, or program requirements. All other terms and conditions of the Grant remain unchanged.

 

Although the original Grant included delegated authority for non-substantive amendments, the increase in the total grant amount is considered a substantive change and therefore requires Board approval.

 

Approval of this item will allow ICEMA to continue supporting regional healthcare system preparedness and disaster planning efforts without interruption.
