RECOMMENDATION(S)

Recommendation

1.                     Approve Employment Contract with Dr. Kenneth Collado, as a Public Health Specialty Physician, to provide infectious disease specialty healthcare services, for an estimated annual cost of $338,780 (Salary - $240,406, Benefits - $98,374), from the effective date through May 11, 2029, with the option to extend for two successive one-year periods.

2.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, Assistant Executive Officer or Director of the Department of Public Health to execute amendments to extend the term of the employment contract for up to two successive one-year periods, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all amendments in relation to the employment contract to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). The estimated annual cost of $338,780 ($240,406 salary, $98,374 benefits) will be fully funded by Medi-Cal, private insurance, private pay, and existing ongoing 1991 Realignment funds. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DPH contracts with physicians to provide direct medical care to patients and serve as subject matter experts in their areas of expertise (such as primary care and reproductive health services). Physician support services include supervision and clinical oversight of mid-level practitioners (nurse practitioners and/or physician assistants), assisting in the development of policies, procedures, and productivity standards, and assisting DPH with the development of long-term strategic plans. Contracts with physicians are necessary as services provided by multiple DPH programs require specific expertise in public health-related fields.

 

Under the recommended Employment Contract (Contract), Dr. Kenneth Collado (Dr. Collado) will provide specialty health care services for patients with infectious diseases. Infectious diseases include human immunodeficiency virus (HIV), tuberculosis (TB), and Hepatitis C (HCV). Dr. Collado also will attend DPH clinic operations meetings, participate in pertinent trainings, and engage in continual medical education opportunities to maintain core and specialty competencies. 

 

Dr. Collado is required to possess a medical license issued by the Medical Board of California and maintain good standing. In addition, Dr. Collado must maintain credentialing required by the United States Departments of Health and Human Services and Justice.

 

The recommended Contract would become effective the first day of the first pay period following the completion of all of the following: the Contract is signed and approved by both parties; completion of the background check and onboarding process; and satisfaction of Section VI., Paragraph E, “Evidence of Eligibility to Work” in the Contract. The Contract’s term is through May 11, 2029, with the option to extend for two successive one-year periods. The Contract may be terminated by either party without cause upon a 14-day written notice to the other party.

 

This Contract ensures DPH maintains uninterrupted access to the specialized infectious disease expertise necessary to support patients with HIV, TB, or HCV.
