PROCUREMENT
On November 4, 2025, Request for Proposals No. ARMC126-ARMC-6110 (RFP) for the provision of complete fire/life system inspection, maintenance, and repair services was released through the County’s Electronic Procurement Network (ePro). Services include but are not limited to annual inspections of fire alarm control panel equipment, interface devices, smoke detectors, heat detectors, Heating, Ventilation, and Air Conditioning (HVAC) duct detectors, electromechanical releasing devices, pull stations, visual devices, batteries and fire extinguishers. Services also include semiannual inspections of water flow devices and quarterly Title19 sprinkler system testing and inspections. Additional services include testing and inspection of water flow valves and tamper switches, fire department connections, fire pump systems, and kitchen hood systems, as well as fire extinguisher hydrostatic testing and maintenance and repairs to systems, as needed. Five proposals were received in response to the RFP. Of the five proposals received, the proposal submitted by Johnson Controls, Inc. was deemed unresponsive, as the proposal did not include information requested in the RFP.
Evaluation of the four responsive proposals was completed by a committee comprised of representatives from ARMC’s Facilities Management Department. Proposals were evaluated based on the criteria of qualification, experience, technical review, cost, and references. Based on the evaluation criteria, the evaluation committee determined that HCI Systems best met ARMC’s needs and recommended them for a contract.
