Approve Contract with Digital Mapping, Inc., in the not-to-exceed amount of $1,400,000, to provide aerial mapping services for San Bernardino County landfills and disposal sites, for the period of July 1, 2026 through June 30, 2031.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Department of Public Works - Solid Waste Management Division (SWMD) is financed by fee revenue. SWMD establishes fees that are charged to the public and other agencies for utilization of San Bernardino County’s (County) Waste Disposal System. Sufficient appropriation and revenue are included in the 2026-27 recommended budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
SWMD requires aerial mapping services at various San Bernardino County (County) landfills and disposal sites that will result in topographical data and maps that will be used to satisfy requirements set forth in each site’s Waste Discharge Requirements issued by the California Regional Water Quality Control Board, and to meet SWMD’s contractual obligations included in the County’s landfill operations contract with Arakelian Enterprises, Inc. dba Athens Services. In addition, Title 27 of the California Code of Regulations requires that landfills and/or disposal sites closed after 1985 be surveyed every five years to document settlement, site drainage, and erosion conditions.
The County owns and operates five active landfills and 34 closed landfills/disposal sites, of which 29 will be surveyed during the period associated with this contract. The contractor will generate new topographic map for each active site twice a year and each closed landfill/disposal site every five years. A total of $1,113,750 will be allocated to the active sites and $286,250 will be allocated to closed landfill/disposal sites.
This item supports the County Board of Supervisors’ goals and objectives of improving County government operations by providing maps that show where landfill maintenance is to occur and where landfill operations can improve. It also helps to operate in a fiscally-responsible and business-like manner by providing data to calculate landfill densities, which are used to monitor the landfill operator’s performance, thus ensuring the landfill airspace is being used efficiently.
PROCUREMENT
On February 16, 2026, Request for Proposal (RFP) No. PWG-125-SOLID-6227 for Aerial Mapping Services for the SWMD Division was released via the County’s eProcurement System (ePro). The RFP was sent to 456 firms via ePro. Amendment No. 1 to the RFP was issued on March 9, 2026, addressing proposers’ questions. On March 16, 2026, four qualified proposals were received from:

A selection committee comprised of three representatives from SWMD was assembled to evaluate the written proposals. The representatives evaluated the proposals for professional qualifications and the technical expertise to perform the Aerial Mapping Services set forth in the RFP. The Selection Committee ranked Digital Mapping, Inc. (DMI) as the most qualified firm based on their experience with projects of similar nature and size. After ranking the firms, all submitted cost proposals were unsealed.
After recommending DMI, and in accordance with the County’s Procurement Policy, contract negotiations were conducted to determine a fair and reasonable cost for the scope of work. SWMD staff and DMI representatives subsequently agreed to a not-to-exceed amount of $1,400,000 for the five-year term of the contract. No appeal/protest letters were received.
The proposed contract will commence on July 1, 2026, and continue through June 30, 2031. The County maintains the right to terminate the Contract for convenience upon 30 calendar days’ written notice. The Purchasing Department supports this competitive procurement.
