RECOMMENDATION(S)
Recommendation
Approve the Program Supplement Agreement No. 000000X79 to State Funding Master Agreement No. 08-5954S21, with the State of California Department of Transportation, which allocates $180,000 of Highway Safety Improvement Program funds as reimbursement for the development of a Local Roadway Safety Plan.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The total estimated cost to prepare a Local Roads Safety Plan (LRSP) for the County is $200,000, which will be funded by the grant award from the California Department of Transportation (Caltrans) of $180,000 and Gas Tax revenue of $20,000, which meets the ten percent local match requirement. Sufficient appropriation and revenue are included in the Department's 2021-22 Road Operations budget.

BACKGROUND INFORMATION
The County will develop a LRSP to support efforts in improving safety for all road users in unincorporated areas of San Bernardino County. The LRSP will assist in reducing severe and fatal collisions in a comprehensive manner. A systemic collision analysis will be performed, which will identify the top collision profiles on which to focus future safety improvements.
