RECOMMENDATION(S)
Recommendation
Approve Amendment No. 1, effective July 1, 2021, to Contract No. 21-77 with Echo Consulting Services of California, Inc. for InSyst software licensing, maintenance, and support services, adding the 2021-22 fee schedule, exercising the first option to extend the contract one year, and increasing the total contract amount by $906,149, from $835,057 to $1,741,206, for the total contract period of July 1, 2020 through June 30, 2022.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $906,149 for management information system services is funded by a combination of Medi-Cal, Mental Health Services Act, and 1991 Realignment. Adequate appropriation and revenue will be included in the Department of Behavioral Health's (DBH) 2021-22 recommended budget.

BACKGROUND INFORMATION
Echo Consulting Services of California, Inc. (ECHO) provides management information services and has helped manage DBH's Information System utilized for billing and tracking of mental health services, provided through the State's fee-for-service provider network, for over 20 years. The extension of this contract will ensure DBH's continued compliance with state and federal requirements to receive the optimal level of cost reimbursement for services provided to eligible San Bernardino County residents.
