RECOMMENDATION(S)
Recommendation
1. Find that the Mojave Barn and Corrals Revitalization Project is exempt under the California Environmental Quality Act Guidelines, Section 15303, Class 3, Subsection (e) new construction.
2. Approve plans and specifications for the Mojave Barn and Corrals Revitalization Project located at 18000 Yates Road in Victorville.
3. Authorize the Director of Project and Facilities Management Department to advertise for competitive bids for the Mojave Barn and Corrals Revitalization Project in Victorville.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption for the Mojave Barn and Corrals Revitalization Project in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of the bid documents and the solicitation of competitive bids will not result in the use of Discretionary General Funding (Net County Cost). The Mojave Barn and Corrals Revitalization Project (Project) (WBSE 10.10.1424), with a budget of $1,899,872 is funded by the American Rescue Plan Act, as approved by the Board of Supervisor (Board) as part of the 2023-2024 Capital Improvement Program (CIP) Budget.
BACKGROUND INFORMATION
Mojave Narrows boasts a rich diversity of over 1,500 species of wildlife for enthusiasts to observe and appreciate. Situated adjacent to an ancient riverbed in the arid high desert region south of Victorville, Mojave Narrows presents a striking landscape adorned with flourishing vegetation, and extensive waterways. In addition, there are year-round activities, including fishing, a disc gold course, and equestrian trails.
Approval of this item will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project, as the existing structures have significant damage and are closed due to reaching its intended life cycle and exposure to the elements. The Project will install a new prefabricated equestrian barn, two new horse corrals, Americans with Disabilities Act (ADA) compliant van parking, and an ADA parking stall, as well as all associated grading and installation of utilities.
It is recommended that the Board of Supervisors (Board) determine the Project be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15303, Class 3, Subsection (e) construction of limited numbers of new, small structures including accessory structures and equipment. As evidenced by the notice of Exemption, construction of a new prefabricated equestrian barn is consistent with Class 3 exemptions and therefore will not have a significant impact. No additional CEQA review is required at this time.
This project is consistent with the County Administrative Office-approved CIP Project No. 23-139.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on May 24, 2024. A Mandatory Pre-bid Meeting for prospective bidders will be conducted on June 6, 2024, at 11:00 a.m. at 18000 Yates Road in Victorville. The bid opening for the Project is scheduled for July 11, 2024, at 2:00 p.m. at PFMD, 385 N. Arrowhead Ave., 3rd Floor, San Bernardino.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code Section 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
