Approve Amendment No. 2 to Contract No. 21-359 with ACCO Engineered Systems, Inc., for unforeseen and unexpected repair services for the heating, ventilation, air conditioning, and refrigeration system, increasing the not-to-exceed contract amount by $200,000, from $3,083,710 to $3,283,710, with no change to the contract term of June 1, 2021 through May 31, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the cost of $200,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget.

 

BACKGROUND INFORMATION

The heating, ventilation, air conditioning, and refrigeration systems (HVACR) systems are essential to ARMC life support systems throughout the hospital as they provide positive, neutral and negative pressures to procedure areas, operating rooms and intensive care units. HVACR systems assist with infection control through required indoor air exchanges, ambient temperatures, and humidity levels necessary to maintain operation licenses.

 

The contract amendment will increase the amount of Contract No. 21-359 with ACCO Engineered Systems, Inc. (ACCO) by $200,000 to allow for unexpected and unforeseen repairs needed to the HVACR at ARMC. As HVACR systems age, maintenance requirements increase due to component wear, declining efficiency, evolving regulatory standards, and the need for seasonal performance adjustments, all of which contribute to rising operational costs. The HVACR systems provide for the required environment of care standards, as it relates to infection control plans and procedures that are reviewed by California Occupational Safety and Health Administration, Centers for Medicaid/Medicare Services and The Joint Commission annually.

 

On May 18, 2021 (Item No. 13), as the result of solicitation No. ARMC121-ARMC-4044, the Board of Supervisors (Board) approved Contract No. 21-359 with ACCO for unforeseen and unexpected repair services for the HVACR in the amount of $2,383,710, effective June 1, 2021 through May 31, 2026.

 

On April 8, 2025 (Item No. 6), the Board approved Amendment No. 1 to Contract No. 21-359, increasing the not-to-exceed contract by $700,000 from $2,383,710 to $3,083,710, with no change to the contract term June 1, 2021 through May 31, 2026.

 

ARMC recommends approval of the amendment with ACCO to enable the continued purchase of the services necessary for the ARMC facilities department to perform unexpected repairs and ensure reliable operation of the HVACR systems.
