Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 1 to non-financial Automatic and Mutual Aid Agreement No. 22-727 with Marine Corps Air Ground Combat Center in Twentynine Palms, for continued mutual assistance with fire and rescue services, extending the term by three years, for a total term of July 26, 2022, through June 30, 2029.

FINANCIAL IMPACT
Approval of this amendment will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 1 (Amendment) to Automatic and Mutual Aid Agreement No. 22-727 (Agreement) with Marine Corps Air Ground Combat Center in Twentynine Palms (MCAGCC) is non-financial in nature and defines the responsibilities of San Bernardino County Fire Protection District (SBCFPD) and MCAGCC regarding mutual aid response with fire and rescue services.
BACKGROUND INFORMATION
SBCFPD has numerous mutual aid agreements with local, state, and federal agencies for assistance in the suppression of fires and in the provision of emergency medical services. These agreements allow one party to assist the other party by providing personnel, equipment, materials, supplies, and other services, as needed, for fire or emergency incidents.
On July 26, 2022 (Item No. 59), SBCFPD’s Board of Directors (Board) approved the Agreement between SBCFPD and MCAGCC for a reasonable and reciprocal exchange of fire, rescue and emergency medical services, for the period of July 26, 2022, through June 30, 2026. The Agreement provides mutual benefits to SBCFPD and MCAGCC by allowing resources to cross jurisdictional boundaries and providing equipment and apparatus that are unavailable within the jurisdiction.
Approval of the Amendment will extend the term by three years, for a total term of July 26, 2022, through June 30, 2029. The term of the Amendment is retroactive to July 1, 2026 because SBCFPD received the proposed Amendment from MCAGCC on July 17, 2026. This item is being presented at this time because this is the first available Board date following completion of the required operational, fiscal, and legal reviews. The Amendment will allow for the most expeditious and cost-effective response for the public served by SBCFPD and MCAGCC.
The Agreement may be terminated by either party upon 90 days written notice. All other terms of the Agreement remain the same.
