COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Promote and Fulfill the Countywide Vision.

Operate in a Fiscally Responsible and Business-Like Manner.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Revenue Agreement in the amount of $9,380 is being provided by the California Department of Food and Agriculture, Plant Health and Pest Prevention Services / Pest Exclusion (CDFA, PHPPS / Pest Exclusion). Sufficient appropriation and revenue have been included in the Department of Agriculture / Weights & Measures (AWM) 2026-27 budget. Services, per the Revenue Agreement, will be provided by existing AWM staff.

BACKGROUND INFORMATION

This Revenue Agreement with the CDFA, PHPPS / Pest Exclusion will reimburse AWM for performing inspection services related to the Nursery Inspection Program.

AWM has collaborated with the CDFA since 1982 to provide inspection services at nursery locations throughout the county and a revenue agreement has since been renewed on an annual basis.

Approval of the Revenue Agreement will allow AWM to continue to perform inspection services related to the Nursery Inspection Program, which includes inspecting nurseries throughout San Bernardino County for pest cleanliness, labeling, grades and standards as required by the California Food and Agricultural Code Division 4, Part 3, Chapter 2, Article 1, section 6903. These inspections deter the spread of plant pests, insects and diseases that pose a threat to California’s environment, the agricultural industry and the economic well-being of the State and County.

On July 1, 2026, AWM received the Revenue Agreement in the amount of $9,380 for the period of July 1, 2026, through June 30, 2027. This item is being presented to the Board at this time as this is the first date available for presentation following the required operational, fiscal and legal reviews. Approval at this time will have no impact on the work that has been performed for the Nursery Inspection Program, as work performed since July 1, 2026, will be reimbursed under this Revenue Agreement.
