FINANCIAL IMPACT
Approval of this amendment will not result in the use of additional Discretionary General Funding (Net County Cost) as this is a revenue contract. The City of Adelanto (City) is compensating San Bernardino County Fire Protection District (SBCFPD) for the cost of providing service in accordance with the terms of Agreement No. 18-397. The increase in annual compensation to SBCFPD from this amendment is $480,065. Revenue for this agreement is included in SBCFPD’s 2022-23 budget.
BACKGROUND INFORMATION
On June 26, 2018 (Item No. 79), the Board of Directors (Board) approved Agreement No. 18-397 (Agreement) allowing SBCFPD to provide fire protection and emergency medical services to the City. The term of the Agreement is for ten years, ending June 30, 2028. The compensation amount for providing services is adjusted annually based on various factors and in accordance with Section 3.B of the Agreement.
To date, the Agreement has been amended five times. The Board approved the most recent of these amendments, Amendments No. 4 and No. 5, on June 22, 2021 (Item No. 116), which increased SBCFPD’s compensation amount to $5,530,113 for 2021-22.
Approval of Amendment No. 6 will increase the Agreement’s annual compensation amount by $480,065, from $5,530,113 to $6,010,178, for SBCFPD’s additional costs of providing service to the City. The additional costs primarily represent increased salary and benefit expenses resulting from negotiated MOUs with the labor unions. Amendment No. 6 also amends the financial review section to change the month, from March to April, that the proposed contract cost for the following fiscal year is provided by SBCFPD to the City.
Amendment No. 6 shall take effect on July 1, 2022. All other terms of Agreement No. 18-397 shall remain the same.
