Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, approve Revenue Agreement with Big Bear City Community Services District for its participation in the Household Hazardous Waste Collection Program, in the annual amount of $5,521 for total compensation of $27,605, from July 1, 2026, through June 30, 2031.

FINANCIAL IMPACT

Approval of this revenue agreement will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Fire Protection District (SBCFPD), Household Hazardous Waste (HHW) section will receive $5,521 annually (for a total of $27,605 over the five-year term of the agreement) in consideration for services provided under the agreement. Sufficient appropriation and revenue for this agreement will be included in SBCFPD’s HHW (1071602419) 2026-27 recommended budget and future recommended budgets.

 

BACKGROUND INFORMATION

The California Public Resources Code (Section 47000 et seq.) requires cities and counties to provide household hazardous waste collection programs for the safe collection, recycling, treatment, and disposal of hazardous waste generated by households and should be separated from the solid waste stream.

 

San Bernardino County (County), SBCFPD, and the cities and towns developed a countywide cooperative program for the collection and management of household hazardous waste and pharmaceutical waste excluding controlled substances. This program, known as the Household Hazardous Waste Collection Program (HHWCP), is operated by SBCFPD’s HHW section. SBCFPD contracts with the County’s cities, towns, and participating public agencies, excluding the City of Fontana who operates its own program, for participation in the HHWCP.

 

On May 18, 2021 (Item No. 94), the SBCFPD Board of Directors approved Contract No. 21-388 providing for Big Bear City Community Services District’s (BBCCSD) participation in the HHWCP.  The existing agreement with BBCCSD for participation in the HHWCP is scheduled to end on June 30, 2026. BBCCSD desires to continue to protect the welfare of its residents and personnel through the removal of hazardous waste from homes so that the waste will not pose a danger in the event of a fire. The recommended agreement will allow their participation in the HHWCP to continue for five more years through a new agreement in the annual amount of $5,521 for total compensation of $27,605, from July 1, 2026, through June 30, 2031. Either party may terminate the Revenue Agreement at any time upon 90 days prior written notice to either party.

 

Approval of the recommended agreement will allow SBCFPD to continue to manage the HHW generated by the residents of BBCCSD. SBCFPD will also be responsible for providing annual waste reports to the applicable agency.
