Recommendation
Approve Memorandum of Understanding with Children’s Fund that allows the Probation Department to commit up to $20,000 per fiscal year for services provided by Children’s Fund to assist at-risk youth for the term of July 1, 2022 through June 30, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The $20,000 provided annually by the Probation Department (Department) over the next five fiscal years will be funded through revenue allocation from the State of California for programs geared towards at-risk youth. Adequate appropriation for this Memorandum of Understanding (MOU) is included in the Department’s 2022-23 budget and will be included in future recommended budgets. For every dollar provided by the Department, Children’s Fund will deliver two dollars’ worth of services.
BACKGROUND INFORMATION
The Department serves a population of at-risk youth that requires assistance with food, shelter, clothing, medical care and education. Children's Fund provides these necessary services for this population through its Emergency Needs Program. Children's Fund serves as a safety net for at-risk children within San Bernardino County (County) and has assisted more than 1.6 million children since its inception in 1986.
Children’s Fund is a non-profit organization that delivers services to at-risk youth that fall under the responsibility of the respective County departments. Their mission is “Giving our vulnerable children Support, Opportunity, and Hope by breaking destructive cycles through community partnerships.”
On June 13, 2017 (Item No. 57), the Board of Supervisors (Board) approved an MOU (Contract No. 17-395) with Children’s Fund allowing the Department to refer specifically targeted at-risk youth to the services provided by Children's Fund for the term of July 1, 2017 through June 30, 2022. Approval of this recommended MOU will continue the partnership for a term of five years, effective July 1, 2022 through June 30, 2027. The MOU may be terminated without cause upon 30 days written notice by either party.
