Approve contract with Lighthouse Social Service Centers, for Family Stabilization Rapid Re-Housing Services, in the amount of $25,727,770, for the period of October 1, 2025, through September 30, 2030.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The contract amount of $25,727,770, for Family Stabilization (FS) Rapid Re-Housing Services (RRH), will be funded through the Behavioral Health Bridge Housing (BHBH) Program grant funding and the California Work Opportunity and Responsibility to Kids (CalWORKs) FS-RRH allocation, through a Memorandum of Understanding (MOU) between the Department of Behavioral Health (DBH) and the Transitional Assistance Department (TAD). Adequate appropriation and revenue have been included in the DBH 2025-26 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illnesses and/or SUD. State Assembly Bill (AB) 74, passed in 2013, includes a provision for funding FS services to CalWORKs clients who have encountered circumstances that impede their ability to participate in Welfare-To-Work activities such as: need for behavioral health (mental health and/or SUD treatment) services, lack of safety...
