RECOMMENDATION(S)
Recommendation
1. Approve employment contract with Mark D. Friis, Safe Routes to School Project Coordinator, for the Safe Routes to School Program with a total estimated annual cost of $101,062 ($67,375 Salary, $33,687 Benefits), for the period of March 14, 2020 through March 13, 2021.
2. Authorize the Assistant Executive Officer of Human Services or the Director of the Department of Public Health to execute amendments to extend the term of the contract for a maximum of two successive one-year periods on behalf of the County, subject to County Counsel review.
3. Direct the Assistant Executive Officer of Human Services or the Director of the Department of Public Health to transmit all documents in relation to the contract amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The total cost of the employment contract is estimated to be $101,062, and will be funded by a combination of local Realignment funds and grant dollars. Adequate appropriation and revenue have been included in the 2019-20 Department of Public Health (DPH) budget and will be included in the 2020-21 recommended budget.
BACKGROUND INFORMATION
The Safe Routes to School Program (SRTS) is aimed at making it safer for students to walk and bike to school, resulting in increased physical activity in an effort to change the nationwide upward trend of childhood obesity and inactivity. The program also encourages more walking and biking, by eliminating safety as a barrier, and supports both the County Community Vital Signs initiative and Vision2BActive campaign. The SRTS Project Coordinator works with multiple schools and law enforcement agencies in the implementation, encouragement, enforcement, and evaluation of the SRTS program. These activities include collaborating with local transportation agencies, overseeing walk audits at school sites, and serving as a liaison between students, schools, law enforcement, school administrators, parents and teachers.
The recommended employment contract will be effective March 14, 2020 and remain in effect through March 13, 2021, subject to the termination provisions of the contract or extension. This contract may be terminated by either party without cause upon 14 days prior written notice to the other party.
PROCUREMENT
On December 19, 2017 (Item No. 34), as the result of an open recruitment, the Board of Supervisors (Board) approved Contract No. 17-940 with Mark D. Friis, Safe Routes to School Project Coordinator, for an annual salary cost of $67,375, for the contract period January 8, 2018 through June 30, 2019.
On June 19, 2019, by Delegation of Authority, the contract was amended to extend the term through June 30, 2020, with no change to the annual salary cost of $67,375.
