Recommendation
Approve Amendment No.1 to Contract No. 25-135 with Axon Enterprise, Inc., for Taser 10 Certification Program services, to purchase an additional 100 Taser 10 devices, increasing the contract amount by $589,155, from $3,514,960 to $4,104,115, with no change to the contract period of February 26, 2025 through December 30, 2029.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The contract cost of $589,155 is funded with existing ongoing Proposition 172 revenue. Adequate appropriation and revenue have been included in the Probation Department’s (Department) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Since 2014, the Department’s safety personnel have been issued handheld Conducted Energy Weapons (CEWs), manufactured by Axon Enterprise, Inc., formerly Taser International, Inc. (Axon), to provide a less lethal option to subdue combative subjects.
On October 22, 2024 (Item No. 53), as the result of a non-competitive procurement, the Board of Supervisors (Board) approved Contract No. 24-987, which is Axon’s Master Services and Purchasing Agreement, including a non-standard term, for the Sheriff’s Department to purchase the Taser 10 devices.
On February 25, 2025 (Item No. 24), the Board approved Contract No. 25-135, for the Department to purchase Axon’s Taser 10 Certification Program, incorporating the previously approved Axon Master Services and Purchasing Agreement terms and conditions from Contract No. 24-987, for the contract term of February 26, 2025 through December 30, 2029. The purchase allowed the Department to utilize Axon’s most current CEW model, which included upgraded safety features, such as increased deployment range to create more time and space to de-escalate and resolve conflicts, and advancements in accuracy, effectiveness, and reliability.
The recommended item amends Contract No. 25-135 to expand the Department’s Axon’s Taser 10 Certification Program services supporting an additional 100 Taser 10 devices needed for staff. The program provides unlimited duty cartridges, annual training cartridges, accessories, maintenance, training, warranty and software integration and access to Axon’s Evidence.com to manage CEW activity and event logs, for the contract term. This item allows the Department to continue its training and promote Officer safety and development.
