Recommendation
Approve the purchase and distribution of prepaid bus passes to provide federal and state mandated, and court ordered support services to eligible clients, in an amount not to exceed $88,806, for the period of July 1, 2024 through June 30, 2025.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The purchase of prepaid bus passes not to exceed $88,806 will be funded through a combination of California Work Opportunity and Responsibility to Kids; Mental Health Services Act; Substance Use Prevention, Treatment and Recovery Services Block Grant; Community Mental Health Services Block Grant; and 1991 and 2011 Realignment funds. Adequate appropriation and revenue have been included in the Department of Behavioral Health's (DBH) 2024-25 budget.

BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to San Bernardino County (County) residents experiencing severe mental illness and/or SUD. The issuance of prepaid bus passes enables DBH to comply with federal and state mandated, and court ordered program requirements. DBH utilizes prepaid bus passes to maximize the client's cooperation and participation in DBH programs. Bus passes are provided to clients to assist with their transportation needs, ensuring they can continue attending scheduled appointments with physicians and clinicians.
